Description
NASA/GRC has a requirement to procure the services of fabricating (3) 6-inch x 9-inch x 0.08-inch (thick) laminated panels using 8 plies of woven Hi-Nicalon Type-S fabric (5-Harness Satin). The fabric preforms will be tooled and processed with an optimized CVI-derived boron nitride (BN) fiber coating to insure strength and toughness. The coated fiber fabric preforms will be further infiltrated with CVI SiC and then consolidated using a reactive silicon melt infiltration (MI) process to a final theoretical ratio of no less than 90%, and fiber volume fraction of 36%, after the combined chemical vapor infiltration (CVI) and melt-infiltration (MI) processing to achieve the CMC high temperature performance. NASA/GRC intends to purchase the items from Hyper-Therm HTC, 18411 Gothard St., Ste ABC, Huntington Beach, CA 92648-1208. This task is a continuation of current and previous NASA ERA and FAP supersonics projects using some Hyper-ThermHTC developed CMCs for EBC performance development at NASA GRC. The required items are fabricated via a proprietary process of Hyper-Therm. There is no other vendor that has the combined advanced CVI and MI processing capabilities to meet NASAs performance requirements. The Sole Source is under the authority of FAR reference 13.106-1(b)1. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 25, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
