- Performance Work Statement for On-CALL Repair Contract of the Automated Display And Indicators Common Test Solution (ADICTS 309th Electronic Maintenance Group Sources Sought Synopsis Notice: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. The purpose of the Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 541330. This announcement constitutes a sources sought synopsis for purposes of conducting market research. Market Research is being conducted to seek qualified contractors other than BAE with the skills, knowledge, and resources required to complete this effort. The Government is seeking qualified contractors to provide on-call technical support and repairs services. These services are to support the Automated Display and Indicators Common Test Solution (ADICTS). The Air Force is in the process of preparing documentation to gain the required approval to issue a sole source Justification & Approval (J&A) for proposal to BAE which has supported the Air Force in this capacity for the past several years. Statutory authority is 10 U.S.C. 2304 (C) (1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302-1. This sources sought synopsis is for information and budget planning only and does not constitute a solicitation, nor is it to be construed as a commitment by the Government. BAE is the only known source that has the requisite expertise, technical capability, and software source code for providing services to support the ADICTS. BAE is one of the Original Equipment Manufacturer (OEM) for the ADICTS used by the 523rd shop on Hill Air Force Base. The Ogden Air Logistics Center (OO-ALC) and the 523rd Avionics Squadron is designated as the source of on-call technical support and repairs services for all ADICTS. Subject to the Government's consideration, a viable source, not already qualified to provide the requisite services should submit a concise and service specific response presenting sufficient information to substantiate that: (1) they possess the necessary skills and resources to provide maintenance for the ADICTS; and (2) they possess the OEM proprietary data (including software source code) and drawings used to provide on-call technical support and repairs services for the ADICTS. This notice of intent is not a request for competitive proposals. The Air Force will not pay for either the effort or the associated costs to respond, or for any information provided. The information provided is considered market research and may be utilized by the AF in developing its acquisition strategy Statement of Objectives, and Performance Specifications. Any proprietary information that is submitted may be used as a general concept but specific information will be safeguarded as proprietary, if so marked. A determination by the Government not to compete this proposed contract based upon responses to information received will be normally considered solely for the purpose of determining whether to conduct a competitive procurement. Responses must be submitted by 11:00 am MDT on April 04, 2013 to the individual who this posting identifies as the buyer (Ms. Brook Manning). This buyer is the primary point of contact for this sources sought synopsis, and the Procuring Contracting Officer/PCO (as identified in this posting) is the alternate point of contact. Email responses may be submitted in PDF or Microsoft Word Format. Questions will be accepted electronically directly from the buyer.
