- **PLEASE READ: THIS IS A PRE-SOLICITATION NOTICE. NO OTHER INFORMATION IS AVAILABLE UNTIL THE SOLICITATION IS ISSUED ON THE DATE IDENTIFIED BELOW** CHANGES TO THIS PRE-SOLICIATION: Set-Aside has been changed to HUBZone Solicitation Documents: The solicitation will be issued as a Request for Proposal (RFP) requiring both price and technical proposals responding to evaluation criteria described in the solicitation. Documents will only be available electronically to download from this website on or about March 28, 2013. Description: This project is to secure services for the removal of a 7' diameter x 110' corrugated metal pipe culvert and associated reinforced concrete headwalls and wingwalls, and the construction of a 19'-0" x 8'-3" x 96'-6" steel multi-plate arch culvert supported on reinforced concrete footings and stemwalls. Work also includes; construction of reinforced concrete headwalls and retaining walls, reconstruction of approximately 200 feet of creek channel, construction of log weirs, placement of riprap, planted riprap, and streambed simulation materials, clearing and grubbing, erosion control, and other work associated with reconstructing the roadway. Forest Road 30N04 will be closed to facilitate construction. Location: The project is located on Forest Road 30N04 at the crossing of Wilson Creek. From Red Bluff, travel Westerly on Highway 36 approximately 55 miles to the intersection of Wildwood Road. Turn right onto Wildwood Road and travel approximately 2 miles to the intersection of Forest Road 29N07. Turn right onto Forest Road 29N07 and travel approximately 0.50 miles to the intersection of Forest Road 30N04. Turn left on Forest Road 30N04 and travel approximately 1 mile to the project site. Price Range: $500,000 - $1,000,000 Contract Time: 110 Calendar Days Estimated Start Date : July 15, 2013 Set-Aside: This project is 100% set aside for HUBZone Bonds: A Bid guarantee is required with the offer. Performance and Payment Bonds in the amount of 100% of the contract price will be required of the successful contractor within 10 days of award. Response Location: Offers will be accepted at the Northern California Acquisition Service Area, Redding Office, located within the Shasta-Trinity National Forest Headquarters at 3644 Avtech Parkway, Redding, CA 96002 NO LATER than 4:30 p.m. PDT on date indicated on solicitation. SAM (formerly CCR and ORCA)REGISTRATION REQUIREMENTS: Prospective contractors must be registered in the System for Award Management (SAM)databases prior to award of contract.
