- Notice of Intent The US Securities and Exchange Commission, Washington, DC intends to award a sole source contract to the small business entity; Value Line, Inc., 220 E 42nd Street, New York, NY, 10017-5806. The period of performance will be a total of five (5) years; with one (1) base year period of performance and four (4) one (1) year option periods beginning on June 3, 2013 through June 2, 2018. The contract will result in a firm fixed price purchase order for a contract to maintain access to the print and electronic versions of the Value Line Investment Survey. The Value Line Investment Survey is both an online service updated weekly, and a printed reference tool. It includes full-page reports and analyst commentaries, as well as Value Line's proprietary Timeliness rank (ranks stocks for probable performance relative to all other stocks during the next six to 12 months) and Safety rank (ranks risk) on more than 1,700 stocks. The Government intends to solicit and negotiate with only one sole source under the authority of FAR 6.302-1 and the Title 10 U.S.C. 2304 (c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Negotiation being conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. This notice of intent is not a request for competitive proposals. The Government will not be responsible for any cost incurred in preparation of statements, proposal, or quotations. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation or additional information will be made available with regard to this sole source notice. Any responses to this notice of contract action shall be submitted to Ms. D'Jaris Gladden, GladdenD@sec.gov no later than 12:00 PM, EST, Friday, March 29, 2013.
