- This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. White Sands Missile Range intends to award a sole source contract to Newport Corporation located at 150 Long Beach Boulevard in Stratford, CT 06615, USA, under the Authority of FAR 6.302-1 -- Only One Responsible Source and No other supplies or services will satisfy agency requirements.The requirement is for an INSTASPEC ISX CAMERA and is proprietary and specific to the Newport product line.The requirement is for an INSTASPEC ISX CAMERA and is proprietary and specific to the Newport product line with specifications as follows: Grating Spectrometer Minimum Specifications and Salient Characteristics Grating Spectrometer 1) General: Spectrometer (with the attached optics) must be suitable for collecting light emanating from a distant source (e.g. between 10 meters and 10,000 meters). 2) Spectral range: Must be able to collect all data in the spectral region 300 - 1100 nm. Multiple output channels are acceptable to accomplish this requirement. 3) Detector Spatial Resolution: Must be at least 1024 element array width CCD 4) Spectral Resolution: Must have less than 2.0 nm spectral resolution. 5) Collection Frequency: Must collect at greater than 100 spectral scans per second 6) Timing: Spectral scans must be time-tagged. 7) A/D Conversion: Must be equal to or greater than 14 bit. 8) Gratings: The operator must have the capability of changing the instrument gratings if desired. 9) Sighing Optic: Must be able to fit Oriel Model #112 sighting optics. This model is no longer manufactured by Oriel and will be provided by the Center. These sighting optics must fit our narrow FOV lenses. 10) Triggering: Must have remote triggering capability 11) Remote Interface: Must be able to be controlled via USB 12) Command and Control: Must have GUI software to control camera remotely via USB 13) Calibration and Data Reduction: Calibration with respect to wavelength must be accomplished through software GUI. Post test data reduction must also be accomplished with software GUI. 14) Documentation: Instrument operating, calibration and reduction procedures must be documented.
