- The U.S. Army Corps of Engineers, Philadelphia District is soliciting offers under Request for Quotation (RFQ) No. W912BU-13-T-0016 for 65,000 gallons of # 2, Diesel Fuel Oil or Marine Gas Oil (MGO) to be delivered by barge or about 17 April 2013 at 7:00am to the U.S. Army Corps of Engineers Hopper Dredge McFarland located at Fort Mifflin Dock at Fort Mifflin in the Mifflin range of the Delaware River in Philadelphia, PA. The RFQ will be available on or about 26 March 2013. Award will be made to the lowest responsible offeror. This action will be procured in accordance with FAR Part 12, Acquisition of Commercial Items. Solicitation documents, plans and specifications will only be available via the Federal Business Opportunities (FBO) homepage-https://www.fbo.gov. Interested offerors must register with FBO before accessing the system. Offers will be due on 09 April 2013 at 1:00 pm eastern time and may be emailed to Helena DiNofa at helena.r.dinofa@usace.army.mil. Quotes should include pricing and certifications and representations. Offerors are responsible for printing paper copies of the RFQ. This procurement is 100% Set-Aside for Small Business. The North Atlantic Industrial Classification (NAIC) for this procurement is 454310 with a size standard of 50 employees. Affirmative action to ensure equal employment opportunity is applicable to the resulting contract. No other notification to firms for this project will be made. All contractors must be registered in the DOD's Central Contractor Register (CCR) before award as required by by DFARS 204-7300. Also, contractors who receive a federal contract of $25,000.00 or more are required by legislation to submit an annual VETS-100 Report on your employment of targeted veterans.
