- Naval Air Systems Command / NAS Patuxent River, MD intends to issue a sole source award to Lockheed Martin Missiles and Fire Control (LMMFC), Dallas, TX, under the authority of 10 U.S.C. 2304 ( c )(1) and in accordance with FAR 6.302-1(b)(1)(i). The requirement is for the contractor to provide target material TOPSCENE database production and maintenance and pre-planned TOPSCENE software product improvements for Mission Rehearsal Scene Visualization for Naval Aviation and life cycle support of TOPSCENE legacy software products as well as to support contingency operations through target identification if requested. Tactical Operational Scene (TOPSCENE) is the Navy's program of record for Mission Rehearsal Scene Visualization for Naval Aviation. The key TOPSCENE objectives are to provide software products and support of the fielded mission rehearsal systems as standalone software applications or as integrated software within the Naval Aviation Mission Planning Environment. LMMFC will be required to produce software products that support geo-specific scene visualization, weapon and sensor specific simulation, and interoperability with legacy mission planning systems and software, e.g. Joint Mission Planning System (JMPS), and Portable Flight Planning System (PFPS). Since the inception of the TOPSCENE Program at Milestone B, 4th quarter FY1990, LMMFC has been the sole designer, developer and producer of the TOPSCENE/TTVS application. LMMFC is the only source with the requisite knowledge and experience to complete the development, integration and production of the TOPSCENE/TTVS software products to meet the Navy's requirements. The Navy does not have a complete technical data and computer software package, nor sufficient license rights in the technical data and computer software delivered necessary to conduct a competition. Therefore, LMMFC is the sole source capable of providing the support and producing the software products required. See numbered note 22.
