- The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 13.106-1) with Aerius Photonics, LLC. (FLIR), 2223 Eastman Ave B, Ventura, CA 93003-5622, as the only responsible source that can provide 2 FLIR Tau2 640 and 1 FLIR SWIR 15XR Thermal Cameras. (The SWIR is a special order camera with special specifications which are not a normal item FLIR manufactures for distribution through retailers.) The basic requirements for this equipment are as follows: Specifications for LWIR Camera: Must have same form factor as a Tau generation-1 camera (1.75 quote mark x 1.75 quote mark x 1.18 quote mark ) (System must be able to use the same polarimetric mounts and software already developed for a Tau 640 camera) Must have a 640x512 digital resolution Must have a time to image of less than 4 seconds Must include a Tau WFOV Lens Focus Tool Must include a tripod mounting adapter Must support and include a camera link expansion board Must include a 12V 4 quote mark blackbody for gain calibration and supplemental FFV Must include a 19mm lens (f/1.25) Must not display an on-screen logo Must have a 17u pixel pitch Must have a 30 Hz refresh rate (NTSC) Must have a sensitivity of 7.5 - 13.5 um Specifications for SWIR Camera: Resolution: 640x512 digital output (14-bit imagery) Spectral Range: 0.6-1.7um (extended range) Power Requirements: 12 VDC Exposure Time: 500ns to 500ms Mount: System must be able to use the same polarimetric mounts and software already developed for a Tau 640 camera Must have noise at sensor characteristics: Low Gain less than 200 e rms; High Gain less than 35 e rms Max Frame Rate: 30 Frames Per Second Must Support Operating Temperature of -20 degrees C to 55 degrees C at full performance Must include 25mm f/1.4 lens, which supports 0.8-1.7um sensitivity (C-mount) Must include 5-meter camera link cable, a 0.5m analog MCX to BNC cable, and a 2-meter USB-A to USB mini B cable The FLIR Tau2 640 and FLIR SWIR 15XR manufactured by Aerius Photonics LLC. meets these basic requirements. Since ERDC EL already possesses an existing FLIR Tau 640 thermal camera, they have developed extensive software and mounting capabilities which make use of this form factor and the capabilities of this camera. This system had a uniquely stable and controllable, automatic gain-control capability that made for good quality, low noise imagery over periods of changing thermal conditions. While they would like to purchase two more identical cameras to the Tau 640, this model has been discontinued and replaced with the FLIR Tau2 model line. The Tau2 represents an improvement over the original Tau and has 640x512 with 17!-L pitch and single pixel symbol resolution; however, there is no difference in the form factor or fit between Tau2 and the first generation Tau cameras. It will be possible to run Tau imagery on existing ERDC software without the need to redevelop and calibrate new codes. It will also be possible to use the ERDC developed polarimetric mounts already developed for the Tau 640 with the new Tau2 camera. Using this system will eliminate the need to change camera models or manufacturers preventing additional cost to the government. Purchase of any other system would require substantial software and hardware modifications. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 334413 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same or similar product. All capability statements received by the closing date of this publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
