Capability Questionnare for Journeyman Electrician Services Performance Work Statement for Power Panel Journeyman Electrician Services Journeyman Electrician Services This announcement constitutes a Sources Sought Synopsis for purposes of conducting market research. Market research is being conducted to seek qualified contractors. The Government is neither negotiating nor calling for offers at this time. No solicitation is being issued at this time; while a formal solicitation may be issued at a later date, this notice does not commit the government to ultimately award a contract. This announcement is an expression of interest only and does not commit the Government to pay for any response or preparation cost. The Government does not intend to make an award on the basis of this sources sought synopsis. Submission of information will be used to develop the acquisition strategy market research and possibly a Request for Proposal. 1. Purpose. This performance work statement (PWS) defines journeyman level electrician services required at (3) major missile operating locations (Malmstrom AFB Montana, Minot AFB North Dakota, and FE-Warren AFB Wyoming). All major operating locations will have 150 remote secure work sites requiring electrical services. The contractor shall ensure that all electrical services are in compliance with National Fire Protection Association (NFPA 70), National Electrical Code (NEC), and Air Force Occupational Safety and Health (AFOSH) and shall certify all electrical services are in compliance. The contractor shall provide all required conduit, cabling and other required tools and electrical supplies as outlined in the PWS. Contractor shall be responsible for reporting on project milestones and be on-site at all times while electrical work is being accomplished. The DRAFT PWS is attached with example government power panel drawings. 2. Information for Interested parties The government is searching for a viable source to submit a concise and technically specific response presenting sufficient information to substantiate that they possess the necessary skills, resources, knowledge, experience and capability to perform the removal and replacement of electrical panels, associated cabling and components as defined in the DRAFT Performance-based Work Statement (PWS). 3. Other Information The proposed North American Industry Classification System (NAICS) code for this acquisition is 238210, Electrical Contractor. Respondents to this announcement should indicate whether they are a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUB Zone small business, small disadvantaged business, women-owned small business, or historically black college or university (HBCU) or minority institution (MI) (as defined by the clause at DFARS 252.226-7000). Timeline for the RFQ is in process but is not completed for this effort and there is no availability date for a draft RFQ. The Government requests interested parties to submit a brief statement of current capability to perform these services, responses to the attached capability questionnaire and a letter of interest. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all large or small businesses to include 8(a), Service-Disabled Veteran-Owned, Hub-zone, and Women-Owned small business concerns. Interested and qualified sources should provide the following information: company name, point of contact, e-mail address, telephone and fax numbers, type of business and size. An industry day will be held on 2 April 2013 at 9:00 am MST.
