- NOTICE: SOLICITATION NUMBER HSFLGL-13-R-00001 HAS CHANGED TO HSFLGL-13-R-00051. ADDITIONALLY, READ BELOW FOR THE DATE CHANGE IN THE SOLICTATION PACKAGE. IT IS HEREBY CHANGED TO 30 MAY 2013 AS PER BELOW STATEMENT! The Government indends to secure services, labor, and material for alterations, repair and minor construction at various buildings and structures at the Federal Law Enforcement Training Center, Glynco, Georgia through the issuance of individual delivery orders under an Indefinite-Delivery Indefinite-Quantity contract. The Contractor shall furnish, for the basic contract and each individual delivery order issued thereunder, all labor, transportation, materials, equipment, supervision, and quality control, necessary to perform the required alterations, maintenance, and minor construction. The contract duration will be a base period 12-months from date of award with four (4), 12-month options periods to be exercised at Government discretion. The contract will have a guaranteed minimum of $100,000.00 with a maximum estimated value of Not-To-Exceed $15,000,000.00 for the life of the contract. The estimated execution per year for planning purposes is approximately $3,000,000.00 per year. This is for planning purposes only and is not guaranteed. Delivery orders will range from $2,000.00 to $500,000.00, and may involve a variety of trades, including carpentry, road repair, roofing, excavation, interior and exterior electrical, plumbing, sheet metal, painting, demolition, concrete masonry, and welding. The procurement will be solicited using the Lowest Price Technically Acceptable (LPTA) methodology as outlined in FAR Part 15, resulting in the Best Value to the Government. Offerors will be evaluated on demonstrated ability to manage numerous ongoing projects under a variety of trades simultaneously. The Government contemplates award of a firm-fixed price construction contract resulting from this solicitation. Individual delivery order prices will be based on pre-established prices for materials in place contained in the R.S. Means Facility Construction Cost Data book, using the sum total of the bare costs for labor, material and equipment adjusted by the Savannah, Georgia City Cost Index. The City Cost Index shall be adjusted quarterly according to the published R. S. Means City Cost Index Quarterly Adjustment. The contractors coefficient shall be applied to the total of the adjusted bare costs. The solicitation package will be posed to the Federal Business Opportunities website ON OR BEFORE MAY 30, 2013. The contractor remains responsible for checking hte website regularly for the solicitation and subsequent amendments. Scheduling of a pre-proposal site visit is anticipated with details to be outlined in the solicitation package. The Government anticipates significant subcontracting opportunities with this action.
