Description
NOTICE TO OFFERORS: The Government reserves the right to cancel this solicitation either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. This project includes, but not limited to, providing all labor, means, operations, materials, equipment, accessories and incidentals necessary for performing all operations required for reconditioning the interior painting of the walls and the ceilings that are labeled sheetrock-smooth, approximately 85,000 square feet, in buildings 314 and 475 at F.E. Warren AFB, Wyoming in accordance with the Statement of Work (SOW). All other ceilings such as drop ceilings or metal ceilings will not be painted. There are two bid options. Bid Option 1: Building 475 has a basketball court with two Wyoming Cowboys horseback rider logos and a separate mural of a large set of United States Air Force (USAF) wings in the center. A red, white, and blue stripe runs all the way around the inside walls of basketball court with the logos centered in the striping. The two Wyoming Cowboy logos will be painted over with two standard sets of blue USAF wings. The outside red ring that is surrounding the Wyoming Cowboy logos will remain in place, only the inside of the circles will be painted. The inside area of the original USAF wings logo will also be repainted. Bid Option 2: Building 314 has 42 large horseback rider murals that are approximately 30 square feet each; they are lined down each of the two long walls. These murals will be re-painted with the existing colors but with the new textured coatings. They extend along two thirds of the longer two walls of the building. This proposed contract is being considered as a set-aside under a small business set-aside program. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 238320, Painting and Wall Covering Contractors. The size standard for NAICS 238320 is $14.0 million. The government is interested in all small businesses including 8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses that are interested in performing this requirement. The government requests interested parties to submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses, small business), anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision. The magnitude of construction is between $25,000 and $100,000. An electronic copy of this solicitation will be available at www.FBO.gov on or about Wednesday, April 10, 2013 and the closing date for the receipt of proposals will be on or about Friday, May 10, 2013. An organized site visit is tentatively scheduled for all prospective vendors. The particulars of the site visit will be included in the solicitation. All relevant solicitation documents may be accessed for download beginning on the date of issue at the following site: www.FBO.gov.
