- The NASA Glenn Research Center (GRC) plans to issue a solicitation for a cost-plus-fixed-fee, Base Task, Indefinite Delivery/Indefinite Quantity contract for the definition, design, fabrication, assembly, integration, test, and operation of a broad array of space flight and technology development projects that interface with a wide range of carriers. These projects are a part of GRCs portfolio that supports many of the Agencys programs within the Human Exploration and Operations Mission Directorate (HEOMD) and Science Mission Directorate (SMD), such as the International Space Station (ISS), Space Life and Physical Sciences, Human Research, Orion, Space Launch Systems, and the Space Communications and Navigation Programs. They include unique ISS flight investigations in combustion science, fluid physics, materials science and accelerometry; instrument packages and power, propulsion and sensor subsystems for earth science, lunar exploration and other space science missions aboard spacecraft and airborne science platforms; advanced technology development of exercise countermeasures equipment, medical devices and biosensors for long duration space missions; ground-based research investigations in analog environment facilities in support of exercise countermeasures development; computational modeling of advanced technologies, physiological systems and probabilistic risk assessment; advanced technology development and demonstrations in the areas of power, in-space propulsion, space communications systems and subsystems, lunar surface and in-situ resource applications, spacecraft fire safety, and energy storage and distribution; and ISS, Ares and Orion systems and subsystems. The contract will be referred to as SpaceDOC II, or the Space Flight Systems Development and Operations Contract II. The SpaceDOC II contract will be comprised of a Base Statement of Work with eight (8) tasks. Delivery Orders shall also be issued for specific projects on an as-needed basis. SpaceDOC II is anticipated to have a minimum value of $52 million, a maximum value of about $200 million, and a maximum 7.75-year ordering period. The ordering period will initially consist of a 21 month base period, with 3 two-year options, that would extend the ordering period up to the 7.75 year maximum. A single award is anticipated. The Government does not intend to acquire a commercial item using FAR Part 12. This procurement is a total small business set-aside. The NAICS Code and Size Standard are 541712 1000 employees, respectively. All responsible sources may submit an offer which shall be considered by the agency. The anticipated release of a draft Request for Proposals (RFP) shall be on or about April 2, 2013, with an anticipated comments due date of about May 2, 2013. An Industry Day is being planned for the week of April 15, 2013. The subsequent final RFP is anticipated to be issued on or about May 15, 2013, with an anticipated offer due date of July 8, 2013 for Past Performance, and Mission Suitability and Cost Proposals due on or about July 15, 2013. Prospective offerors shall notify this office of their intent to submit an offer.
