Description
1. CONTRACT INFORMATION: This contract is being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.602.5, Short Selection Process for Contract Not to Exceed the Simplified Acquisition Threshold. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. A-E services are required for Construction Phase Support Services during the construction of a single span bridge constructed for the P-954 NSA Bahrain Flyover Bridge, Bahrain. The North American Industrial Classification System code is 541330, which as a size standard of $14,000,000 in average annual receipts. This announcement is open to all businesses regardless of size. A firm-fixed-price contract will be negotiated. The contract is anticipated to be awarded in April 2013 and completed August 2014. To be eligible for contract award, a firm must be registered in the System for Award Management (SAM). Register via the SAM internet site at https://www.sam.gov/sam. 2. PROJECT INFORMATION: The Flyover Bridge is a unique and complex structure which requires knowledge and expertise with variance evaluations, differing conditions, submittal review, fabrication, erection, self-propelled modular transporter (SPMT) methods, and assistance with final installation. 3. SELECTION CRITERIA: The selection criteria for this particular project are listed below in descending order of importance: Specialized Experience and Technical Competence: Experience and technical competence relative to Construction Phase Support Services being procured under the scope of work. Experience within Bahrain within the last three years will be given greater consideration than experience in the United States or other regions of the world. Knowledge of design criteria in relation to specialty bridges and specifically the Bahrain Flyover Bridge and knowledge of Bahrain construction standards is highly desired. Professional Qualifications: Provide design engineers with extensive knowledge of suspension bridge design to review and recommend action on construction, contractor proposed variances and differing project conditions, provide final review of critical construction, contractor submittals including; structural steel arches, bracing, fracture critical members, and isolation bearings, and report their findings and recommendations to the Government. Provided personnel should possess between five and ten years of experience with an engineering degree. Past performance: Past performance on DoD contracts with respect to cost control, quality of work and compliance with performance schedules, as determined from ACASS and other sources. Capacity to Accomplish the Work: The customer expects a fully operational bridge by the current estimated performance completion date, without delays. Any delay in time would adversely affect the Government's ability to provide support to the on-going construction effort. Knowledge of the Locality: Knowledge of local (Bahrain) climatic conditions and local laws and regulations. SB and SDB Participation: Extent of participation of small businesses (including women-owned), small disadvantaged businesses, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the total estimated effort. 4. SUBMISSION REQUIREMENTS: Submission should be in accordance with Engineering Pamphlet 715-1-4 - Competing for AE Contracts Awarded by the US Army Corps of Engineers. Interested firms having the capabilities to perform this work must submit two copies of SF 330 Part I, and two copies of SF 330 Part II for the prime firm and all consultants, to the above address not later than 2:00 PM eastern time on 04 April 2013. The SF 330 Part I shall not exceed 15 pages (8.5 quote mark x 11 quote mark ), including no more than 5 pages for Section H. Each side of a sheet of paper is a page; use no smaller than 10 font type. Include the firm's DUNS number in SF 330, Part I, Section H. In Section H describe the firm's overall DQMP. A project-specific design quality control plan must be prepared and approved by the Government as a condition of contract award, but is not required with this submission. In Section H also indicate the estimated percentage involvement of each firm on the proposed team. Facsimile transmissions will not be accepted. Solicitation packages are not provided and no additional project information will be given to firms during the announcement period. THIS IS NOT A REQUEST FOR A PRICE PROPOSAL.
