Description
This is a Federal Supply Schedule Sources Sought Notice. This is NOT a solicitation for proposals, Quotation abstracts, or quotations. This notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government, nor is an RFP available. The US Department of Veterans Affairs (VA) National Center on Homelessness Among Veterans is seeking a Contractor to offer technical assistance to VA staff assisting eligible homeless Veterans and Veterans at-risk for homelessness obtain mainstream benefits, including those that provide income supports and access to local services that provide legal assistance and credit counseling. These Veterans will be identified through a screening effort begun at VA Medical Centers in FY 2013. Contractor will 1)Develop a web-based application to facilitate application for non-VA benefits; 2) Develop a training plan for VA staff so they have the skill to effectively access the web-based application; 3) Create program materials including a manual and educational materials to support use of the web-based application; 4) Develop a Help Desk to assist VA referred, at-risk Veteran clients access and obtain benefits; 5) Work with VA staff, community providers, and other stakeholders to identify barriers to successful application to benefits for eligible Veterans. It is anticipated that the period of performance shall be between 12 months from date of award with possible option years. Interested sources must provide: a) A capability statement demonstrating relevant experience, skills, education and ability to fulfill requirements above. The capability statement should contain enough detail for the Government to make an informed decision regarding capability; however the statement should not exceed 10 pages. b) The statement must identify the responder's GSA schedule number with expiration date, business type and size, DUNS number, NAICS code, along with technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail address. All capability statements must be submitted electronically no later than 12:00 PM eastern standard time on Friday, 19 April 2013 to Linda White, at linda.white@va.gov. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
