- The U.S. Department of Health and Human Services intends to negotiate a sole source contract to Social Health Insights a small business. The regulatory authority is FAR 6.302-1(Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements). The Government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. It is the Government's belief that only Social Health Insights can complete this project. The proposed contract action is for analytics development for the MappyHealth web platform to provide situational awareness and decision support to ASPR staff and leadership. The MappyHealth web platform was created by Social Health Insights LLC in response to the competition and was selected as the winning entry. Per the rules of the competition, the developing company retained full intellectual property rights for their software. Through this contract, the site will be further refined to directly support the ASPR mission of public health situational awareness. The North American Industry Classification System (NAICS) code is 541511 (Custom Computer Programming Services) with a corresponding size standard of $25.5 Million. This Notice of Intent to award a sole source contract is not a request for competitive proposals or quotes. There is no solicitation document. No RFP will be made available for competitive proposals. Phone calls will not be accepted. The main point of contact for this requirement is Carol Allen (Contracting Officer) at carol.allen@hhs.gov. Please reference "Social Health Insights" in the subject line of any email. Interested parties may express their interest and will be allowed to provide a capabilities statement no later than Thursday, April 4, 2013 at 11:00 AM EST. If no viable responses are received, the U.S. Department of Health and Human Services will negotiate solely with Social Health Insights. A determination not to compete this proposed contract upon responses to this notice rests solely within the discretion of the Government.
