- C-5 ATS Instruction Performance Work Statement; Dated 22-Mar-2013 SOURCES SOUGHT SYNOPSIS The Air Force Life Cycle Management Center, Agile Combat Support Directorate, Simulators Division, Mobility Branch (AFLCMC/WNS) at Wright-Patterson Air Force Base is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for C-5 Aircrew Training System Instruction. The Air Force anticipates a Firm Fixed Price contract for a period of performance of 1 year. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, e-mail address, Web site address, telephone number, and point of contact. 2) A capability statement addressing the particulars of this effort, with appropriate documentation supporting claims of capability to meet the requirements of the draft Performance Work Statement (Attachment #1). Specifically: a) Demonstrate employment of currently certified C-5 simulator training instructors that have performed C-5 class training in accordance with PWS, Para. 4.5.6.1, 4.5.6.2, and 4.5.6.3. b) Provide a plan for having instructors in place at all C-5 training sites (listed in Attachment #1) no later than 30 May 2013. c) If subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. d) Indicate whether your company is a large or small business. If a small business, please specify the type (e.g. SDVOSB, HUBZone, 8(a), SDB, WOSB, VOSB, general SB, etc.). The general definition of a small business is one that is independently owned and operated, is not dominant in the field of operation in which it is proposing on Air Force contracts and with its affiliates; and the annual receipts does not exceed $35.5 Million based on the NAICS Code to be used for this acquisition - 541330 "Engineering Services," (Military & Aerospace Equipment & Military Weapons.) e) Indicate your company's status as being U.S.-owned or Foreign-owned/Foreign-controlled. The government will evaluate market information to ascertain potential market capacity to meet the requirements of the Performance Work Statement. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT WILL BE SET-ASIDE FOR SMALL BUSINESS. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 4:00 PM (EST), Friday, 29-Mar-13.
