Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION WILL BE ISSUED ON A LATER DATE. Title: Multi-Disciplinary Investigations of Environmental Causes of Cancer The Hormonal and Reproductive Epidemiology Branch (HREB) in the Division of Cancer Epidemiology and Genetics (DCEG) of the National Cancer Institute (NCI) is re-competing a full and open contract for support services for feasibility projects, pilot studies, methodologic research, specialized tasks in large scale studies, full scale support for cross-sectional, cohort and case-control studies. A major objective of DCEG is to identify and understand mechanisms of carcinogenesis. Studies within HREB importantly focus on sex differences in cancer etiology and address risk factors for some of the most prevalent gender-specific cancers of men (prostate, testis) and women (breast, endometrium, ovarian, cervix). In addition, efforts are placed on clarifying the etiology of a number of rare cancers (e.g., liver cancer, esophageal adenocarcinoma, male breast cancer). To achieve its goals, HREB's approach has been to (1) integrate risk factor information with many different biologic markers into interdisciplinary molecular epidemiologic investigations to understand a variety of exposures as related to multiple cancers and gain insights into mechanisms that mediate risk factors; (2) to sub-divide tumors into etiologically and prognostically distinct entities; (3) examine natural history of and progression for cancer precursors; (4) address rapidly emerging issues in cancer epidemiology through novel investigations of poorly understood risk factors and under-studied hormonal and reproductive cancers; and (5) assist in training the next generation of hormonal, reproductive, and molecular epidemiologists. The philosophical focus of HREB research is to conduct high-impact epidemiologic studies that relate carefully defined exposure assessments to specific outcomes to provide new insights into cancer etiology, hormonal carcinogenesis, and mechanisms of action. Molecular approaches play a critical and increasingly important role in HREB research. Approximately thirteen studies will likely receive support under the contract. This support services contract is essential for HREB to conduct high-impact epidemiologic studies that integrate risk factor information with many different biologic markers to provide new insights into cancer etiology and mechanisms of action. The NCI/HREB requires the assistance of an organization highly experienced in providing technical support for all phases of epidemiologic studies, including support for pilot and feasibility efforts to assess capabilities for launching multidisciplinary studies, development of precise methods of defining exposures to identify new causes of cancer and to adequately characterize the shape of the exposure-response relationship, and to understand the interaction of genetic and environmental factors related to cancer risk. Thus, the support services contract will need to provide staff with superb logistical skills, knowledge of epidemiological studies and diverse biological specimens, and appreciation of specimen collection and handling requirements in order to enable technologically sophisticated assay development and performance. The contract will establish a mechanism to provide all the services required to conduct a wide variety of domestic and international (case-control, cohort, cross-sectional, and pilot) studies. The scientific design and oversight of the activities are the responsibility of the HREB professional staff. This work is currently being conducted under contract HHSN261200800029C held by Westat, Inc. The services will be acquired through full and open competitive procedures under NAICS 541990. It is anticipated that a cost-reimbursement, completion-type contract with a base period of one year and eight six-month option periods may be awarded beginning on or about September 1, 2013. The RFP will be available electronically at a later date and may be accessed through the FedBizOpps at www.fbo.gov.
