- This notice constitutes a Broad Agency Announcement (BAA) as contemplated in FAR 35.016 and provides for the competitive selection of research proposals. The Naval Sea Systems Command Advanced Development Office, for Undersea Warfare within the Program Executive Office for Integrated Warfare Systems (PEO IWS), is intending to solicit proposals for research interests in advanced undersea technologies in the areas of submarine and surface ship acoustic, imaging, and combat system signal processing. This BAA will be open for a period of one (1) year through 21 March 2014. The Navy's primary objective for this BAA is the acquisition of basic and applied research for the development of capabilities in the following areas: Imaging; Passive/Active Signal Processing; Automation, Contact Management, Contact Followers, and Target Motion Analysis; Information Management; Embedded Training; Mission Planning; Sonar Tactical Decision Aide; Intuitive Operator Interface/Operator Ma! chine Interface (OMI); Onboard Real Time Reconstruction Tool; Torpedo Detection, Classification, and Localization; Anti-Torpedo Defense; Electronic Warfare;and Navigation. A two phased (Phase I and Phase II) proposal selection process will be utilized under this BAA. This approach will save the Navy and offerors considerable expense by not requiring development of full scale proposals unless necessary and desired by the Navy. Phase I will invite offerors to submit White Papers describing technical approach, experience, capabilities and past performance with a cost estimate in the selected technology improvement areas. The selection of White Papers to continue through to Phase II of this process will be based on the potential benefits to the Government weighed against the cost estimates provided in the White Papers, in view of the availability of funds.
