Description
The Regional Contracting Office, Marine Corps Base Hawaii (MCBH) has a requirement for a contrator to provide all supervision, items, licensing and services necessary for the MCBH Base Safety Directorate (BSD), Marine Corps Base Hawaii to conduct an advanced motorcycle training program of instruction and mentorship program. The Contractor shall provide a training package outlined in the Performance Work Statement: 1.1 CONTRACTOR OPERATIONAL REQUIREMENTS. The contractor shall provide the following : a. Provide instruction at real world speeds that train active duty/reserve military personnel to competently control their motorcycles. b. Ensuring all BSD motorcycle coaches are capable of providing this level of training on their own accord, without further assistance from the contractor, unless requested by BSD. c. Allow MCB Hawaii to conduct unlimited training sessions as demand dictates. d. Provide certification credentials. 1.2. CURICULA. The contractor shall provide a written curriculum of their Level 3 advanced motorcycle training that is one half day in length. The curriculum shall include more advanced concepts and exercises than the Motorcycle Safety Foundation s Basic Rider Course and Military Sportbike Rider Course. Exercises are to be conducted at speeds the rider would expect on the streets; at a minimum, entry speed, proper coordination of throttle and lean, and throttle control concepts will be addressed. The curricula must be flexible to accommodate inclement weather conditions, no-shows, small event sign-ups, a tight schedule or one with extra time. The curricula must permit 20 to 30 riders per session with a predominance of seat time , i.e. the riders are completing the exercises by physically riding their motorcycles for a majority of the curricula. Three (3) MCB Hawaii BSD instructors are to be trained and certified via the owner of the curriculum. 1.3. ROAD COURSE. The contractor shall ensure MCB Hawaii motorcycle coaches are thoroughly trained in proper road course setup and operation. This will include marking the course to conform to an area approved by MCB Hawaii for use that is safe and creates an excellent learning environment. This will include, but not be limited to: staging area, run-off, impact zones, course entrances, course exits, passing zones, straights and turns. The contractor will also provide instruction in the proper use of course flaggers and radio communications for control and coaching. Means of responding to incidents on the road course and sequence of events thereafter will also be addressed. 1.4. TECHNICAL INSPECTION. To ensure that military personnel are riding machines that will assist the training and not distract or injure the rider or other riders due to malfunctions, the contractor will provide instruction and practical application of a proper technical inspection of motorcycles. This will include, but not be limited to, how to organize a technical inspection site area, what key areas to inspect, advice on tools, equipment and other incidentals. LICENSE AGREEMENT. Contractor shall develop an agreement that grants MCB Hawaii the usage of materials and curricula for the delivery of Level 3 motorcycle training. The license allows local military rider training to occur using the resident certified training personnel. The license period will commence at the start of the contract and be in effect throughout the life of the contract. This synopsis is prepared in accordance with FAR Part 12, Acquisition of Commercial Items. The provisions and clauses in the Request for Quotations are those in effect through FAC 2005-66. The Request for Quotation (RFQ) number is M00318-13-T-0012. The anticipated contract will be a Firm Fixed Price Contract. This procurement is 100% set-aside for small business concerns. The North American Industry Classification System Code (NAICS) and the small business size standard for this procurement is 611692 and 7.0 Million respectively. All contractors must be registered in the System for Award Mamagement (SAM) database to be eligible for a Department of Defense contract award. All responsible sources may submit a quotation which shall be considered by the agency. The Government will award a single contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate the offerorss: Technical capability of the item offered to meet the Government requirement and price. Offerors shall provide the following with their quote: (A) RFQ - M00318-13-T-0012. (B) A completed Offeror Representation and Certifications (52.212-3). (C) Technical approach in accordance with the Performance Work Statement (PWS). The RFQ will be available on or around 21 March 2013.
