- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. This proposed procurement is for the Scalable Offensive Hand Grenade manufactured in accordance with government specifications. Solicitation will be issued for an anticipated Indefinite Delivery Indefinite Quantity (IDIQ) contract that will cover a five year ordering period. The Government intends to award a Firm-Fixed Priced (FFP) five year Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a minimum quantity of 400 each (base unit plus one explosive module) and a maximum quantity of 230,000 each (various configurations) with an anticipated award date of August 2013. Delivery terms are 400 days after effective date of order for the initial order and 95 days for subsequent orders with F.O.B at destination. Inspection is at origin and acceptance is at destination. Step-ladder pricing will be required for a 5-year period for quantities of 1-50,000 each on the following configurations: Base Unit (defined as a fuze in one explosive module) Base unit plus one additional explosive module Base unit plus two additional explosive modules Explosive module Inert model of Base unit plus two additional modules This is a full and open competition acquisition and all responsible sources may submit an offer that will be considered. The final contract award decision may be based upon a combination of technical, past performance, and price evaluation factors as described in the solicitation. Product samples will be required as part of the proposal submission and will be submitted with the formal proposal submission when the solicitation closes (60 days after solicitation issuance). Two weeks prior to submission of the formal proposal (45 days after solicitation issuance), offerors shall provide technical documentation of the product consisting of top level drawings, component lists, and energetic materials used to produce the product samples. At this time the offerors shall also submit five (5) inert models of the products consisting of a fuze and three (3) modules. The Government intends to award to the responsible contractor whose offer is the best value to the Government, considering technical, past performance, and price related factors. Product samples will be required in response to the anticipated solicitation. Contractors must be properly registered in the System for Award Management (SAM) and in the Joint Certification Program (JCP) in order to receive the synopsis and solicitation attachments. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 866-606-8220, or via the Internet at https://sam.gov. Information about the JCP is located at http://www.dlis.dla.mil. A draft specification is posted as an attachment to this synopsis. The solicitation attachments will be posted to FedBizOpps at the same time the solicitation is posted. FedBizOpps may be accessed at http://www.fbo.gov. This will be a non-commercial acquisition in accordance with FAR Part 15. The solicitation will be available on or about 4/8/2013 at the following address: http://www.fbo.gov. Solicitation attachments will be posted at the same time the solicitation is posted. RFPs are in portable document format (PDF). No hard copies of the solicitation will be mailed. Interested sources must download from the www site listed. To download and view these documents, you will need the latest version of Adobe Acrobat Reader. This software is available free at http://www.adobe.com. All changes to the requirement that occur prior to the closing date will be posted to the FedBizOpps and NECO websites. It is the responsibility of interested vendors to monitor FedBizOpps and/or NECO websites for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
