- ESGR/YRRP FBO Solicitation H98210-13-R-0009 ESGR/YRRP Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. The Defense Human Resources Activity (DHRA) intends to award on a competitive basis, a contract for Advertising, Marketing, and Freedom Award Program for the Employer Support of the Guard and Reserve (ESGR) and Yellow Ribbon Reintegration Program (YRRP). A detailed description of the requirement, the CLINs, proposal submission instructions, and all provisions, clauses, and addenda that apply to this acquisition can be found in the attached solicitation. The solicitation number is H98210-13-R-0009 and issued as a request for proposal (RFP). This solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circulars 2005-66, effective 28 February 2013, and DPN 20130228. This requirement is being advertised on a 100% small business set-aside basis. The NAICS code is 541820, Public Relations Agencies, and the small business size standard is $14.0 million. Contract award type shall be a Firm-Fixed Price Contract. The Period of Performance shall be date of contract award through 12-months, with two 12-month option periods. Offerors shall submit their proposals in accordance with the submission instructions contained in the solicitation by 2:00 p.m. EDT (Eastern Daylight Time), Wednesday, April 24, 2013. Only proposals received within the response timeframe will be considered by the Government. Offerors are responsible for downloading the solicitation, all of its supporting documents, and any applicable amendments posted on Federal Business Opportunities (FedBizOpps) at: http://www.fbo.gov. Amendments may be posted to FedBizOpps up until the response due date. All requests for clarification must be submitted in writing via e-mail to the Contract Specialist, Nedal Awadallah, at: nedal.awadallah@osd.pentagon.mil by 2:00 p.m. EDT, Friday, March 29, 2013.
