Description
The United States Environmental Protection Agency's (EPA) Region 5 Contracting Office intends to issue a Request for Proposal (RFP) for the Superfund Technical Assessment and Response Team (START) IV on behalf of Region 9. The solicitation number for this acquisition will be SOL-R5-12-00006. The anticipated release date of the RFP is April 6, 2013. The purpose of this acquisition will be to obtain technical support services for EPA Region 9 (which consists of AZ, CA, HI, NV, American Samoa, Guam, and U.S. Trust Territories) for emergency response, removal, site assessment, training, data management and related technical and administrative services. These services shall be performed in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (also known as CERCLA or Superfund) as amended, the National Oil and Hazardous Substances Pollution Contingency Plan and other environmental statues. The contractor shall provide services to support response and site assessment activities related to the release or threat of release of oil, petroleum products, hazardous substances, weapons of mass destruction or pollutants and contaminants that pose an actual or potential threat to human health and welfare, or to the environment. The Government intends to award one Fixed-Rate, Indefinite Delivery/ Indefinite Quantity (ID/IQ) contract, with work ordered through the issuance of task orders. The solicitation anticipates a 24-month base period with two eighteen 18-month award term option periods, for a total contract length of 60 months (five years). The acquisition will not be set-aside and will be conducted on the basis of full and open competition using FAR Part 15 procedures. The purpose of this notice is to notify potential offerors of EPA's forthcoming requirement. This notice, the RFP, amendments and other information related to this procurement will be posted at www.fbo.gov. Additional information, including a draft SOW, can be found at www.FedConnect.net.
