Description
THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION AND A SEPARATE SOLICITATION WILL NOT BE ISSUED. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 13.5. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-66 (28 Feb 2013). This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIH/CC 13003951 and is being issued as a Request for Quote (RFQ). The NAICS Code for this solicitation is 541690 and the Small Business Size Standard is $14.0 mil. This action is being solicited as a Total Small Business Set-aside. The Clinical Center (CC) is responsible for supporting the major programs of the National Institutes of Health (NIH) clinical research. The CC encompasses elements of independent investigator-initiated research, research support, nursing, and support services. The Biostatistics and Clinical Epidemiology Service (BCES) within the Office of the Director (OD), CC, provides professional services and guidance involving clinical study design, data management, data analysis, and preparation of research reports and manuscripts for numerous CC departments, committees, and selected NIH institutes. The BCES has a requirement for a clinical epidemiologist for collaboration, and statistical analysis. The epidemiologist will collaborate with researchers on numerous ongoing, and new projects as listed: A complex study of manual muscle testing in the assessment of idiopathic inflammatory myopathies in children and adults. Requires collaboration with researchers from the CC Rehabilitation Medicine Department, NIEHS and NIAMS. Protocol 94-E-0165 Studies on the Natural History and Pathogenesis of Childhood-Onset and Adult-Onset Idiopathic Inflammatory Myopathies. A study of patients with idiopathic inflammatory myopathies and controls, using numerous ultrasound measures, MRI, dynamometry, MMT, physical assessments, exercise measures, and disease activity parameters. Requires collaboration with researchers from the CC Rehabilitation Medicine Department, NIEHS and NIAMS. Protocol 94-E-0165 Studies on the Natural History and Pathogenesis of Childhood-Onset and Adult-Onset Idiopathic Inflammatory Myopathies. A Nursing Department multicenter study of oral care in reducing oropharyngeal pathogens in critically ill patients. Protocol 04-CC-0130 The Effect of a Systemic Oral Care Program on Reducing Exposure to Oropharyngeal Pathogens in Critically Ill Patients. A natural history study of hepatitis C infection in a prospectively followed cohort of volunteer blood donors, involving researchers from the CC Department of Transfusion Medicine and NIAID Protocol 91-CC-0117 Epidemiology, Infectivity and Natural History of Hepatitis C Virus Infection in a Blood Donor Population. Protocol 91-CH-0127 Ovarian Follicle Function in Patients with Premature Ovarian Failure. Protocol 06-CH-0201 Effect of Transdermal Estradiol Replacement Therapy on Ovulation Rate in Women with Premature Ovarian Failure: A randomized, Placebo-Controlled Trial. Protocol 03-M-0175 The Effects of Acute Withdrawal of Estradiol on Mood Symptoms in Women with Perimenopausal Depression. Protocol 01-CH-0086 A combination Therapy with Cystagon and N-Acetylcysteine for INCL Patients. CC Animal Study Protocol #CCM 05-05 Computed Tomography Scans to Assess Severity of Bacterial Pneumonia in a Mouse Model-Pilot Study. CC Animal Study Protocol #CCM-09-06 The Effect of Conventional Hemodynamic Support or Protective Antigen Directed Monoclonal Antibody Alone or in Combination in a Large Animal Model of Anthrax. CC Animal Study Protocol #DASS 07-01 A Pilot Study of Nociception and Thermoregulation in a Murine Infantile Neuronal Ceroid Lipofuscinosis [INCL] Model. CC Animal Study Protocol #DASS 07-02 The Effect of Nitric Oxide Synthase 1 and Vanilloid Receptor on Survival and Inflammatory responses in a Polymicrobial Sepsis Model. The following studies involve analysis of laboratory data without patient identifiers and do not have associated protocol numbers: A study of discrepant blood cultures from lumens of indwelling catheters, involving researchers from NCI, and DLM Microbiology Service. A study of multi-laboratory reproducibility of MIC analyses of several Nocardia species among 7 national testing laboratories, in collaboration with DLM Microbiology Service. All projects require the clinical epidemiologist work's onsite at the Clinical Center for the analysis of services for the protocols. The Epidemiologist shall have a PhD in Biostatistics & Clinical Epidemiology Service. The contractor must provide their credentials, and Curriculum Vitae (CV). Period of Performance The period of performance is one year, and up to four one-year option period(s). 948 hours is anticipated for each period. EVALUATION: In addendum to 52.212-2; the following factors shall be used to evaluate offers. A. TECHNICAL APPROACH (35%) 1) Competency in performing varied statistical analyses using numerous statistical packages-such as StatView, JMP, SAS, nQuery, StatXact, and R. (2) Meticulous attention to detail. (3) Substantial insight into and understanding of the clinical, medical, and biological aspects of the research areas. B. QUALIFICATION OF PERSONNEL (30%) Credentials to support experience, and knowledge to perform the services. C. PAST PERFORMANCE 10%) Capabilities and Resources of the Contractors' Past Performance provide three (3) references. The solicitation shall include pricing for the base year and options priced separately.
