- The Veterans Administration, Lebanon VA Medical Center (LVAMC), intends to award an Architect/Engineer contract for design services at the Lebanon VA Medical Center, Lebanon, PA for Project # 595-13-108: Renovation 1-4C Conference & Activity Area. Competition is sought on a restricted basis. This acquisition is set aside for Service-Disabled Veteran Owned Small Businesses (SDVOSBs) only. In collaboration with VA staff, the contracted A/E firm shall provide a full set of construction documents for a project that will renovate the "C" wing of Building 1, 4th floor to create a new Classroom and Activity area. The area of the renovations is approximately 6200 SF, and will include a kitchen and bathrooms. The A/E firm shall design for AV equipment, screens and hardware, as well as a furniture. The A/E firm shall provide HVAC as needed in the area. The area is served by a newer Air Handling unit, but additional controls, t-stats, and other mechanical will need to be addressed based on the new layout of the area. LEED Silver practices are desired with the construction. The A/E firm shall be responsible for providing certified industrial hygiene services to perform asbestos survey investigations, bulk sampling, development of specifications and drawings, and construction period services. All designs shall be accomplished in accordance with VA guidelines and specifications, which are available on the Internet at http://www.va.gov/facmgt/standard. The A/E firm shall pay particular attention to USAF, NFPA, BOCA, VA Handbook 7610 space criteria and VA program guide PG-18-14 "Room Finishes, Door and Hardware schedule." This notice is issued subject to availability of funds and is not a request for proposal. The NAICS is 541310, Size Standard $7 million. SF 330s must be submitted for this project. Standard Form 330 can be obtained at http://www.gsa.gov/Portal/gsa/ep/formslibrary.do. Please state in SF 330 the size standard of your firm. Estimated magnitude of A/E services is between $50,000 and $100,000. Estimated magnitude for construction is between $500,000 and $1,000,000. Architect and Engineering firms who possess experience in this type of design and renovation shall submit SF 330s (three hard copies and one electronic CD-ROM copy required) to Rachel A. Turk, Contracting Officer, Lebanon VA Medical Center (125), 1700 S. Lincoln Ave, Lebanon, PA 17042 not later than 12:00 PM (noon) EDT, Thursday, 28 March 2013. Qualifications submitted by each firm will be reviewed and evaluated based on the following criteria: Specialized experience and technical competence of firm (including a joint venture or association) with the type of services required; Specific experience and qualification of personnel proposed for assignment to the project and record of working together as a team; Professional capacity of the firm in the designated geographical area of the project to perform work (including any specialized services) within the time limitations; Past record of performance on contracts with the Department of Veterans Affairs and geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the Lebanon VAMC area. Potential contractors must be registered in SAM (https://www.sam.gov/portal/public/SAM/) and verified as a SDVOSB by CVE (www.vip.vetbiz.gov) at the time of submission of their qualifications in order to be considered for award. Facsimile and electronic transmissions will not be accepted. Solicitation packages will not be provided and no additional project information will be given to firms during the announcement period. The Government will not pay nor reimburse any costs associated with responding to this sources sought synopsis request. Can pictures be submitted? a.Yes, pictures can be submitted. 3.Is there a distance requirement from the Lebanon VAMC? a.No; however, as stated in the solicitation, firms will be rated on their geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the Lebanon VAMC area.
