- Solicitation Number: FA8807-12-R-0005 Notice Type: Research and Development Sources Sought Synopsis: Space and Missile Systems Center (SMC) Global Positioning Systems Directorate (SMC/GP), Los Angeles Air Force Base, California is seeking the following post 24 January 2013 Industry Day information to identify potential teaming arrangements among offerors for the Modernized Mission Planning System (M2PS), and to receive feedback from Industry regarding potential small business participation as well as general program questions. Small Business Reference Number: 12-76 Response from small business firms is highly encouraged. Product Service Code (PSC): AD25 R&D: Defense Services-Operational System Development Description/Purpose: This is a market research questionnaire sources sought notice to solicit feedback from Industry regarding teaming arrangements and small business participation as well as ask general program questions. This information will help the government learn more about Industry requirements and capabilities. 1. The Government would like to know which potential offerors plan to bid as a prime contractor and whom they anticipate teaming with for their subcontracting work. This teaming arrangement is not binding. Responses should simply list who is planning to bid as a prime contractor and who their proposed sub contractor(s) will be. 2. Please respond to the Small Business Market Research Questionnaire regarding small business participation. 3. Please respond to the general program questionnaire. Potential Offerors should submit their teaming arrangements and questionnaire responses via email to Lt Ashley Hazel at SMC.GP.M2PS@us.af.mil. Small Business Market Research Questionnaire: 1. Considering the entire M2PS effort, what percentage of the work will be performed using in-house capabilities? 2. Provide a list of the general function(s) that will be performed using in-house capability. Provide the applicable NAICS code for each general function. 3. Considering the entire effort, what percentage of the work will be performed using subcontractor capabilities? 4. Provide a list of the general functions that will be performed using subcontractor capability. Provide the applicable NAICS code for each general function. 5. Considering the work to be subcontracted, what percentage of the work will be subcontracted with large business? Provide the applicable NAICS code for each general function. 6. Considering the work to be subcontracted, what percentage of the work will be subcontracted with small business? Provide the applicable NAICS code for each general function. 7. Considering the work to be subcontracted to large business, describe the impediments that prevent these functions being subcontracted with small businesses. What can be done to overcome these impediments? 8. How many FTE(s) (full time equivalent heads) are associated with the work projected to be subcontracted? 9. If possible, please provide a preliminary work breakdown structure to at least level 3 detailing what will be performed using in house capabilities versus that which will be subcontracted. General Market Research Questionnaire: 1) According to the M2PS schedule provided at Industry Day, do the Ready to Operate Dates seem satisfactory compared to the RFP release and contract award dates? Is there enough development time in between contract award and v1 RTO and v2 RTO? 2) There are TS/SCI SAP aspects of M2PS. Prior to RFP release, potential Offerors will have to be read-in to the program. The SAP aspects pertain to the requirement documents. What is the minimum number of people per Offeror that need to be read-in to create a proposal? Please list the number and position of each person. 3) With a Cost Plus Award Fee/Cost Plus Incentive Fee contract type, what would be good incentives to motivate Offerors to meet government milestones? What would be an adequate incentive/award fee (quantitative amount)? 4) The proposed government development plan is to have two versions of M2PS (v1 and v2). V1 will consist of developmental testing but not operational testing. Operational testing will occur once v2 is ready to operate. What would be the best breakout of capabilities between v1 and v2? Would there be iterations of deliveries within each version? Declaration: Proposals will not be accepted. This is neither a pre-solicitation nor a solicitation. Additionally, this notice does not obligate the Government to award a contract or multiple contracts; and, it does not obligate the Government to pay for any bid and/or proposal preparation costs.
