- Synopsis of Proposed Contract Action / Sources Sought Announcement / Sole Source Notice The NPS anticipates soliciting a proposal from a single source, Gallatin County Montana for composting services; however, all responsible sources may submit a proposal which shall be considered by the NPS. The NPS anticipates issuing the solicitation on or about 3/25/2013 and awarding a contract by April 1, 2013. Copies of the solicitation may be obtained by submitting a request to andy_fox@nps.gov or fax 307-344-2079 by 3/29/2013. A)Statement of Work: The contract will include composting of YNP municipal solid waste and manure. The NPS has determined that due to transportation costs and environmental issues the composting facility should be located no more than 150 miles (one-way distance) from YNPs headquarters in Mammoth Hot Springs, WY. The contract will not include the handling or transport of any hazardous materials. YNP personnel will transport the waste to the compost facility, year round, in 75 yard compactor trailers as well as collection trucks directly without using compactor trailers. The number of loads will vary, depending on the time of the year. During the summer months, up to 36 tons per day will be delivered. During the winter months, one 18 ton load will be delivered every seven to ten days. The contractor shall sort the municipal solid waste at the compost facility, separating compostable waste from non-compostable waste. Compostable waste is defined as all organic materials that meets or exceeds the specifications set forth by industry standards. The contractor shall process all compostable municipal solid waste with sewage sludge and manure into compost. The contractor shall store the processed compost in a climate controlled environment. The composting process must divert 85%, by weight, of the municipal solid waste from a land fill. The contractor shall dispose of all non-compostable solid waste at a licensed landfill. The contractor shall have their facility registered with the state and shall adhere to all federal and state solid waste regulations. B)Estimated Quantities: 2,500 tons of municipal solid waste and 325 tons of manure C)Anticipated Period of Performance: 4/1/2013 9/30/2017 D)Proposed Contract Type: Firm fixed price contract with unit pricing. E)Sole source justification, evaluation factors or contractor qualifications: The National Park Service has determined that disposal of waste within the park boundaries of Yellowstone National Park is not appropriate and that long distance transporting of the waste is neither practical nor environmentally appropriate. Analysis of the issue revealed that a significant amount of the waste was comprised of paper and food products. Based upon the make-up of the waste it was determined that composting of the waste just outside of the Park provided the best means by which to address both the environmental and cost issues of disposing of the waste. The composting process would address the environmental issues surrounding waste disposal by diverting the majority of the waste from the landfill and providing a reusable byproduct. And by composting of the waste just outside of the Parks border YNPs waste disposal costs would be reduced due to the transportation costs. Thus, in 2001 the National Park Service (NPS) and several municipalities in southwest Montana began the process of planning, designing and constructing the Gallatin County composting facility in West Yellowstone, a community just outside of YNPs west entrance. In 2008 Congress recognized the significant importance of the Gallatin County composting facility to the operation of Yellowstone National Park and granted the National Park Service (NPS) authority to pay a significant portion of the cost to upgrade the composting facility for the specific purpose of processing and disposal of waste generated within Yellowstone National Park. Congress went on to elaborate on the continued use of the Gallatin County composting facility by the NPS given the capital contribution made by the NPS.
