Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Corps of Engineers, Wilmington District, intends to award a firm fixed price contract for Architect-Engineer (A&E) Services to include grain size lab testing, percent shell content, visual engineering soil classification and other services on provided samples in accordance with the attached scope of work. The Architect-Engineer's SF 330 must be submitted to the Contracting Officer not later than 3:00pm (EST) 4 April 2013. The short selection process will be used for this project. Shortlisted firms must be prepared for interviews on 10 April 2013. The selected firm will be notified prior to 5:00pm on the day following interviews. Interested A&E firms shall be evaluated on the following factors and selection criteria,: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required, including; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Location in the general geographical area of the project and knowledge of the locality of the project Failure of a firm to address its specified qualifications will result in a non-responsive determination. This acquisition is 100% Total Small Business Set Aside. The North American Industry Classification System (NAICS) code for this action is 541380 with a small business size standard of $14.0m. Cover letters and extraneous materials are not desired and will not be considered by the selection board chair. Personal visits by A&E firms, for the purpose of discussing this announcement or the submittal is not allowed. Prior to the contract award the chosen firm must be registered in the System for Award Management (SAM) and submit Online Representations and Certifications Application (ORCA), per FAC 2001-26 and the Federal Register. This is NOT a Request for Proposal. Interested firms shall submit 1 copy of the SF 330 (Parts I and II) by email to Charlenne Figgins, charlenne.l.figgins@usace.army.mil NOT LATER THAN 3:00pm (EST) April 4th, 2013.
