- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-13-033 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-66. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 500 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intends to contract on a sole source basis The Baker Company – P.O. Drawer E – Sanford, Maine to procure the following piece of equipment: Ruskinn Invivo2 300 Hypoxia Workstation w/Dual-Stage Gas Regulators for Nitrogen, Air and CO2 (includes Gas Tank Filter Module for each) and Vacuum Line Connection Port – Quantity (1) EA Included Features/Accessories: Gas mixture Q Internal Electrical Outlet Single Plate Entry System (15 cm SPEs) Direct-hand access using Ezee Sleeve™ System Detox Sachet Energy Saving Fluorescent Lamp Internal Halogen Spot Lamp Three (3) Petri Dish Holders Atmosphere Control: Temperature: Ambient +5ºC - 45ºC Humidity Control: Ambient -85% RH O2 Control: 0.0%-20.9% CO2 Control: 0.0%-30.0% Activated Carbon Filtration System Gas Control Software: USB Communications Port 5 Days Continuous Storage of Event Log Data One Touch Calibration (O2) On-Screen Fault Assistance Cycle Programing Alarms: Temperature: Visual Humidity: Visual Gas Low Pressure: Visual and Audible Gas Supply: Up to four (4) Separate Cylinders: H2/N2: CO2: N2 and Air The Baker Company/Baker Bioscience Solutions is the sole U.S. supplier of all Ruskinn Invivo2 Hypoxia Workstations. These workstations include the following features and options: Gas Mixer Q gas mixing system that allows accurate oxygen & carbon dioxide control automatic oxygen sensor calibration, data logging and cycle programming Design rights to Ezee Sleeves™ providing superior comfort in our gloveless entry system which allows the user to exchange gasses within the sleeve system prior to entering the work chamber. This insures that the partial pressure of the gasses, temperature and humidity within the working chambers are not disturbed thus maintaining the integrity of the experiment Single plate entry system that allows one to “express mail” cultures into the chamber post-haste without accessing the chamber with hands Port selector switch that enables gas and vacuum to be operated between each port so that one person can load and unload the chamber Internal humidistat to control relative humidity without costly desiccants Chamber can be configured to control Anoxia as well as Hypoxia conditions Removable front view screen that allows large objects to be inserted for in vitro experiments Most importantly the user is able to move in and out of the working chamber in a bare handed manner (for better tactility) without altering the preset chamber conditions. The items that make the Invivo2 300 unique are: Closed Cell Culture “Lab in a Box” delivering very stable O2, CO2 temperature and humidity control. O2 control is accurate to +/- 0.1% from 0.0% to 20.9%, CO2 is accurate to 0.1% from 0.0 to 30.0%. Programmable Gas Mixer Q module is included as standard. Up to 4 different O2 and CO2 levels may be selected in advance; each O2 and CO2 level can be timed separately. O2 and CO2 sensors reside in Gas Mixer Q module and not inside main workstation itself. This means that sensor is not susceptible to high humidity from the Workstation and true O2 and CO2 values are monitored and displayed at all times. Fast interlock cycle time (45 seconds), Single Plate Entry System (ask “letterbox”) and Power Socket included as standard. Ultrasonic Humidity panel allows accurate control of internal RH from ambient to 90%. Anti-Vibration plate (optional) is suitable for adherent cell cultures to proliferate. The Ruskinn InVivio2 300 is the right choice for the lab for the following reasons: Several solid tumors including pheochromocytomas (PHEO) and paragangliomas (PGL) are affected by hypoxia. Besides hypoxia, these tumors display signs of pseudohypoxia, condition under which expression of target genes is promoted even under normoxic conditions. Therefore molecular pathways induced by hypoxic stress are expected to play a very important role in formation and progression of these tumors. This workstation will help our studies since exposure of rodent PHEO cells to hypoxia is crucial to elucidate mechanisms leading to tumor formation and growth and those responsible for resistance of these tumors to current therapies. Since there is no human PHEO cell line available, incubation of the primary PHEO cell cultures from patient’ samples collected here in conditions resembling in vivo oxygen levels might help to establish the stable cell line. The Ruskinn InVivio2 300 hypoxia workstation has been designed to replicate low oxygen in vivo physiology providing the ideal research platform for cell biologist and cancer researchers. It assures the oxygen stability from 0.0% (anoxia) to 20.9% (normoxia) allowing for studies and comparison of expression profiles and cell phenotypes under different oxygen levels. This workstation enables lab personnel(s) to move in and out of the working chamber in a bare handed manner without altering the preset chamber condition which makes manipulation inside of the chamber easier/less difficult. It is important to be able to use their bare hands since they will be manipulating with the cells inside of the chamber and will be using micropipettes and small volumes and need the manipulation inside of the chamber to be as easy as possible to get accurate results. This workstation also has an option of “Cycle Programming” which allows us to define time sequence of different O2 and CO2 concentrations which is crucial for our studies. The actual size of this workstation (26”H x 32”W x 26”D) also fits the need of the lab since space is difficult to find in the lab itself, thus this workstation size meets the size requirement. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. This notice of intent is not a request for competitive quotations however, all responses received, within ten calendar days from the date of publication of this synopsis will be considered by the Government The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications – Commercial Items with its offer.
