Description

This is a SOURCES SOUGHT NOTICE only. It is being presented to determine if there are (3) or more capable Veteran Owned Small Businesses (VOSB) that can perform the requirements for an anticipated contract. Responses to this notice will be used for information and planning purposes. No proposals are being requested or accepted with this notice. All capable Veteran Owned Small Businesses should respond with a capability statement along with projected pricing, to assist the Government in determining in accordance with (IAW) Federal Acquisition Regulation (FAR) 19.502-2(b) if a set aside is required. The Philadelphia VA Medical Center, Pennsylvania is conducting a market survey to determine the availability of qualified, technically capable Veteran-Owned Small Business (VOSB) vendors that can provide laundry/linen services for the VA Medical Center located at 3900 University and Woodland Ave., Philadelphia PA 19104. The applicable North American Industrial Classification System (NAICS) code is 812320 and the small business size standard is $5.0 million dollars. Laundry/linen service is to include all labor, supervision, management, management support, supplies, ancillary equipment, vehicles and materials necessary for accomplishment of complete laundry/linen services required under this contract for the VA Medical Center. Additionally, the Contractor shall provide all general linen as noted in Attachment 1. Clean linen delivery and soiled linen pickup shall be between 8AM and 9 AM six days a week (days of the week to be determined in joint agreement between the COR and contractor). Soiled linen and specialty items will be available for processing on a weekly basis, excluding Federal holidays to include any other day specifically declared by the President of the United States to be a national holiday. Philadelphia VA Medical Center is required to provide 24-7 support operations essential to patient care. This laundry/linen service will be in support of patient care programs. Contractor services turn-around for the VA Medical Center shall be performed accordingly to support the Medical Center operations. All workmanship shall be in accordance with practices established by the National Association of Institutional Linen Management (NAILM), International Fabricare Institute (IFI), Textile Rental Services Association (TRSA) accepted industry standards and use universal precaution methods in handling linen. It is intended that services shall include all processes necessary for the laundering of the articles even though every step involved is not specifically mentioned. All work shall be performed under sanitary conditions as specified by the Joint Commission of Accreditation of Healthcare Organizations (JCAHO). Plants in which the work is done shall be open to inspection of sanitary conditions by Government representatives. Offeror must provide the above requested information. After review of the responses to this sources sought notice, a solicitation announcement may be published on the FBO website in the near future. Responses to this sources sought announcement are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought notice. All interested parties are reminded to be registered with System For Award Management (SAM) at http://www.sam.gov in order to be eligible for award of Government contracts.
