- The U.S. Army Corps of Engineers (USACE), through its Transatlantic Division (TAD), Middle East District (TAM), intends to issue a Request for Proposal (RFP) resulting in the award of a single firm-fixed price (FFP) contract for the construction of the following nine independent facilities located on Al Udeid Air Base, Qatar: High Mast Lighting, Fuel Truck Parking, Fuels Laboratory, C-17 Spare Parts Facility, Cryogenics Facility, Entry Control Point, ELRS Storage Facility, C-130 Aircraft Maintenance Unit, and the NW Ramp Permanent Power Area. The magnitude of this construction project is between $10,000,000 and $25,000,000. PROJECT SCOPE 1.High Mast Lighting: Construct airfield area lighting on the west side of the North Ramp. Work will include site improvements, electrical installation, light pole foundations and all necessary work to produce complete and usable lighting. 2.Fuel Truck Parking: Pave a 9,325 square meter dirt lot with concrete pad to park fuel trucks. Project will include utilities, site improvements and all necessary work to produce a complete and usable facility. 3.Fuels Laboratory: Construct fuels laboratory with concrete foundation and masonry walls. Work will include fire detection/protection, utilities, and site improvements and all necessary work to produce a complete and usable facility. 4.C-17 Spare Parts Facility: Construct an 868 square meter pre-engineered building (PEB) to store C-17 spare parts, fire detection/suppression, utilities, pavements, communication and site improvements, and all necessary work to produce a complete and usable facility. 5.Cryogenics Facility: Construct cryogenics generating, maintenance, and storage facility. Construction will consist of a steel framed pre-engineered building, protective fence enclosure, and concrete work yard. Project will include fire detection/ protection, utilities, and site improvements. 6.Entry Control Point: Prepare site and construct entry control point between the life support area and the operational area. Work includes paving, area lighting, utilities, force protection barriers, site improvements and all necessary work to produce a complete and usable facility. 7.ELRS Storage Facility: Construct a 1,112 square meter pre-engineered building (PEB) for Expeditionary Logistics Readiness Squadron (ELRS) storage with a paved storage yard. Work will include utilities, pavements, communications, site improvements and all necessary work to produce a complete and useable facility. 8.C-130 Aircraft Maintenance Unit: Construct a 1,210 square meter pre-engineered building with metal siding and CMU block up to 3 meters. The project includes all civil, electrical, and mechanical work to make the facility complete and usable. 9.NW Ramp Permanent Power Area: Construct 350 square meter of permanent high voltage power to the west side of the North Ramp by installing a primary substation, trenching and placement of feeder cables. The anticipated period of performance is 450 calendar days. One or more facilities in the project scope may appear in the solicitation as an option item. CONTRACTING PROCEDURES: Contract award will be based upon a best value tradeoff source selection process. The evaluation criteria will be conveyed within the RFP. In accordance with 10 U.S.C. 2805, the proposed price for each distinct facility, inclusive of option items, cannot exceed the Unspecified Minor Military Construction (UMMC) threshold of $1.75M. Proposals exceeding the threshold are un-awardable. Since the contract will be funded by a military construction appropriation, the RFP will contain DFARS provision 252.236-7010, Overseas Military Construction-Preference for United States Firms. This provision states, in part, military construction contracts funded by a military construction appropriation estimated to exceed $1,000,000 and performed in countries bordering the Arabian Gulf, shall be awarded only to U.S. firms, unless, the lowest responsive and responsible offer of a U.S. firm exceeds the lowest responsive and responsible offer of a foreign firm by more than twenty percent (20%). Offers from firms that do not qualify as a United States firm will be evaluated by adding twenty percent to the offer. To be considered a U.S. firm, the firm must be incorporated and have its corporate headquarters in the U.S.; have filed corporate and employment tax returns in the U.S. for a minimum of two (2) years (if required) and have filed State and Federal income tax returns (if required) for 2 years; have paid any applicable taxes determined to be due as a result of such filings; and employ U.S. citizens in key management positions. The tentative date for issuance of the RFP is 15 April 2013. The tentative date for receipt of proposals is 15 May 2013. SPECIAL REQUIREMENTS: The contractor must be licensed to conduct business in the State of Qatar. The tentative date for a site visit is 1 May 2013. Contractors who wish to participate may send two attendees to the site visit, but must coordinate with TAM's Qatar Area Office representative, Nathan Cooper, by 31 March 2013. The following Al Udeid Air Base security guidelines must be adhered to in order to attend the site visit. No exceptions will apply: 1. Personnel who possess a Common Access Card (CAC) will need to provide a scanned copy of their CAC to Nathan Cooper by 31 March 2013. 2. U.S. citizens who do not have a CAC must submit their names along with a color copy of their passports by 31 March 2013. 3. Non-U.S. citizens who have a local Qatar Resident Permit must provide a color copy of their residency permit and passport by 31 March 2013. 4. Non-U.S. citizens who do not have a local Qatar Resident Permit will be asked to submit their base access request through their respected embassy to General Headquarters Qatar Armed Forces (GHQ). Attendance of the site visit is not mandatory.
