- SOURCES SOUGHT NOTICE FOR EQUIPMENT RENTAL (WITH OPERATOR) BLANKET PURCHASE AGREEMENT FOR EMERGENCY FLOOD RESPONSE IN SUPPORT OF SEATTLE DISTRICT, US ARMY CORPS OF ENGINEERS, WASHINGTON. The Seattle District, US Army Corps of Engineers, is seeking local small business concerns within the Eastern Flood Basins; including Upper Clark Fork, Flathead, Pend Oreile & Lower Clark Fork, Kootenai, St. Joe, Coeur D'Alene & Spokane, Colville, Okanogan & Methow, Wenatchee & Central Washington, Yakima & Naches to provide equipment rental with operators in support of flood events affecting these areas.. The Government contemplates a BPA (Blanket Purchase Agreement) to provide equipment in support of this effort at the various project locations. It is anticipated that the Government will establish multiple Blanket Purchase Agreements (BPA). The potential Master Agreement term is for one year with an aggregate amount of $500,000.00; individual calls will not exceed $10,000.00, calls by contracting staff will not exceed $150,000.00. All small businesses are encouraged to respond. Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. The appropriate NAICS Code is 237990, size standard is $33.5 million. THIS SOURCES SOUGHT ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential sources prior to determining the acquisition strategy. The Government is not obligated to and will not pay for any information received from potential sources as a result of this announcement. This BPA for hourly Equipment Rental with Operators shall be for the local areas of Upper Clark Fork (1), Flathead (2), Pend Oreile & Lower Clark Fork (3), Kootenai (4), St. Joe (5), Coeur D'Alene & Spokane (6), Colville (7), Okanogan & Methow (8), Wenatchee & Central Washington (9), Yakima & Naches (10), as shown on the map included in the attachment to this synopsis. The location for these requirements will typically, but not always be along rivers, on levees, and to sites that have limited access. This BPA can be executed 7days a week 24 hours a day and once work has begun, work will continue 24 hours a day until the end of the specific flood response effort. The time requirement for response is 4 hours; within this allotted time the contractor shall have equipment on site and ready to work. Equipment will be used during emergency response for Seattle District, Army Corps of Engineers. Contractor shall provide the following; RENTAL OF EQUIPMENT W/OPERATOR, furnish all necessary supplies, materials, and earthmoving and support equipment, complete with operator to accomplish work. Davis Bacon Wages (Heavy) are applicable for this requirement. Safety Requirements: Operation of equipment shall be conducted in accordance with the requirements of EM 385-1-1 Safety and Health Requirements Manual. It is requested that interested sources submit to the Contracting Office a brief capabilities statement demonstrating ability to provide requested equipment as identified in this survey. This documentation shall address, as a minimum, the following: (1) Company profile: Provide number of employees, office location(s), DUNS number, CAGE Code, and statement regarding small business designation and status. (2) Relevant Experience: Provide relevant experience performing efforts of similar scope and duration within the last 24 months, including contract number, contract value, Government/Agency point of contact and current telephone number. (3) Demonstrate ability to meet 4-hour response time. (4) Schedule of Equipment needed and Locations are included in the attachment to this synopsis. Request you complete the Schedule with an hourly rate and Mob/Demob prices for those pieces of equipment with operators available from your firm; in addition, please submit a separate schedule for each location if you are submitting an offer for multiple locations.
