Description
52.212-1 52.212-3 PBWS 52.212-5 52.212-2 (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W56KJD-13-R-0011 and the solicitation is issued as a request for proposals (RFP). (iii) Reserved (iv) This RFP is unrestricted, full and open competition. The associated NAICS is 517919. (v) Line Items CLIN 0001 Senior Electronics Technician (12 Months) The contractor shall provide a Senior Electronics Technician to perform operations and maintenance (O&M) support services on over 1,400 land and mobile radio (LMR) systems in support of VHF networks throughout Afghanistan in accordance with the statement of work. CLIN 0002 Deputy Electronics Technician (12 Months) (Bagram) The contractor shall provide a DeputyElectronics Technician to perform operations and maintenance (O&M) support services on over 1,400 land and mobile radio (LMR) systems in support of VHF networks throughout Afghanistan in accordance with the statement of work. CLIN 0003 Deputy Electronics Technician (12 Months) (Salerno) The contractor shall provide a DeputyElectronics Technician to perform operations and maintenance (O&M) support services on over 1,400 land and mobile radio (LMR) systems in support of VHF networks throughout Afghanistan in accordance with the statement of work. CLIN 0004 Other Direct Cost (1 Lot) (Government will fund this CLIN) The purpose of this CLIN is to reimburse the contractor for bench stock as well as parts and equipment associated with repairs or replacements in accordance with Paragraph 1.7.6 of the Performance based Work Statement. CLIN 0005 DBA Insurance (1 Lump Sum) The amount listed by the offeror on this CLIN is the estimated DBA insurance premium (estimated payroll of the offeror and its subcontractors times the applicable rate(s)). The DBA insurance premium amount varies with payroll and the nature of services. The actual amount paid by the government under this CLIN will be based on the amount of the Rutherford invoice, stamp "paid" and submitted by the offeror after contract award. In the event of recalculation of the premium by CNA based on actual payroll amounts, the contracting officer will adjust this CLIN by contract modification to reflect the actual premium amounts paid. CLIN 0006 Contract Manpower Reporting (1 Lump Sum) The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report all contractor manpower (including subcontractor manpower) required for performance of this contract. The contractor is required to completely fill in all the information in the format using the following web address https://crma.army.mil/. CLIN 1001 Senior Electronics Technician (7 Months) CLIN 1002 Deputy Electronics Technician (7Months) (Bagram) CLIN 1003 Deputy Electronics Technician (7Months) (Salerno) CLIN 1004 Other Direct Cost (1 Lot) (Government will fund this CLIN) CLIN 1005 DBA Insurance (1 Lump Sum) CLIN 1006 Contract Manpower Reporting (1 Lump Sum) (vi) Description of requirements for the items to be acquired. The contractor shall provide three (3) Electronics Technicians to perform operations and maintenance (O&M) support services on over 3,000 land mobile radio (LMR) systems in support of very high frequency (VHF) networks throughout Afghanistan. These systems are used for force protection, safety, administrative, logistical, and C4 operations throughout the Combined Joint Operations Area (CJOA). Senior Electronics Technician ( Supervisory ) : The contractor shall provide one (1) Senior Electronics Technician position - General Skill Level II (Senior). The following describes the primary and general requirements of the Senior Electronics Technician position (additional requirements may be defined, with duties similar to those described below): 1.1.1 The Senior Electronics Technician is responsible for translating and constructing complex designs and developing electronic circuits and/or mechanical fixtures into appropriate equipment systems. The Senior Electronics Technician develops and operates a complete range of electrical and/or mechanical equipment for prototyping, testing, and operational uses. Senior Electronics Technician responsibilities and duties include, but are not limited, to: 1.1.1.1 Apply component operation theory and work with the government systems engineer, develops prototype systems or specific hardware items to customer specifications. 1.1.1.2 Supervise testing of calibration devices for unique electrical and mechanical systems. 1.1.1.3 From sketches and specifications, working to close tolerances on model machine equipment, designs and fabricates complex molds for individual and interconnecting systems. 1.1.1.4 Operate electronic/mechanical equipment utilized in tests or production. 1.1.1.5 Install produced systems at designated field sites and accomplishes checkout and maintenance as required by job specifications. 1.1.1.6. Supervise lower-level technicians. 1.1.2 Minimum Education/Experience : The Senior Electronics Technician shall have at least five (5) years of project management experience. The government may take operational experience within the CJOA into account when considering technicians for this position. Furthermore, the Senior Electronics Technician shall meet one of the following minimum education and experience levels: 1.1.2.1 A Bachelor of Science Degree in a related field and ten (10) years experience as an electronic or mechanical technician; or 1.1.2.2 An Associate Degree in a related field and fifteen (15) years experience as an electronic or mechanical technician or other unique qualifications. 1.1.3 The Senior Electronics Technician will be based out of Bagram Airfield. The Senior Electronics Technician at Bagram will supervise the Deputy Electronics Technicians throughout the CJOA. 1.2 DEPUTY Electronics Technicians ( Non-Supervisory ) : The contractor shall provide two (2) Deputy Electronics Technician positions - General Skill Level I (Journeyman). The following describes the primary and general requirements of the Deputy Electronics Technicians position (additional requirements may be defined, with duties similar to those described below): 1.2.1 The Deputy Electronics Technicians are responsible for translating and constructing complex designs and developing electronic circuits and/or mechanical fixtures into appropriate equipment systems. The Deputy Electronics Technicians develop and operate a complete range of electrical and/or mechanical equipment for prototyping, testing, and operational uses. Deputy Electronics Technicians responsibilities and duties include, but are not limited, to: 1.2.1.1 Applying component operation theory and working under supervision of a Senior Electronics Technician, develops prototype systems or specific hardware items to customer specifications. 1.2.1.2 Supervise testing of calibration devices for unique electrical and mechanical systems. 1.2.1.3 From sketches and specifications, working to close tolerances on model machine equipment, designs and fabricates complex molds for individual and interconnecting systems. 1.2.1.4 Operate electronic/mechanical equipment utilized in tests or production. 1.2.1.5 Install produced systems at designated field sites and accomplishes checkout and maintenance as required by job specifications. 1.2.2 Minimum Education/Experience : The Deputy Electronics Technicians shall be OSHA CFR 1910 certified for fall protection and antenna and tower climbing. The government may take operational experience within the CJOA into account when considering technicians for this position. Furthermore, the Deputy Electronics Technician shall meet one of the following minimum education and experience levels: 1.2.2.1 An Associate Degree in a related field and ten (10) years experience as an electronic or mechanical technician; or 1.2.2.2 A technical certification in a related field and fifteen (15) years experience as an electronic or mechanical technician or other unique qualifications. 1.2.3 One Deputy Electronics Technician will be assigned to Bagram Airfield, and one will be assigned to Forward Operating Base (FOB) Salerno. Both Deputy Electronics Technicians will perform assignments as directed by the Senior Electronics Technician.
