Description
Request for Quotation Statement of Work The U.S. Department of Commerce (DOC), National Oceanic Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center, located in Honolulu, HI. in collaboration with the Timor-Leste Ministry of Agriculture and Fisheries, US Agency for International Development (USAID), and the Coral Triangle Support Partnership (World Wildlife Fund, Conservation International, and The Nature Conservancy) plans to conduct ecological surveys in the coastal waters of Timor-Leste to produce a baseline assessment of coral reef fish biomass (abundance and size) and diversity along with associated benthic composition information. Ecological surveys will involve scientists utilizing SCUBA diving techniques. This solicitation is for field and logistical support for NOAA to conduct scientific diving operations in the near-shore waters of Timor-Leste aboard a live-aboard charter vessel for up to 13 days with capacity for 6 scientific divers. NOAA intends to issue a fixed price purchase order. To be considered, firms must furnish detailed information concerning their capability to provide service. Such information shall include, at a minimum, name, telephone number, complete bid schedule (RFQ SF-18), proposed vessel, emergency evacuation plan, cancellation policy, names of key personnel, list of reference and a narrative describing any assumptions or exceptions that your proposal was based on. Information should provide sufficient detail that demonstrates the firm's knowledge and ability to perform the requirement. This support service is being procured under the guidelines of FAR Part 12, Commercial Items Procedures as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This is a simplified acquisition estimated value not to exceed $150,000.00. The entire solicitation is attached. No further solicitation documents will be issued. Submissions received in response to this notice shall be evaluated based on demonstrated technical ability to successfully provide the required services as stated herein. Interested parties must respond within fifteen (15) days after publication of this notice.
