- Wage Determination Statement of Work AGAR 104(a) Pricing Schedule Sam User Guide This is a combined synopsis/solicitation under the test program at FAR 13.5 for certain commercial items and is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation will not be issued. Solicitation number AG-2D37-S-13-0001 is being issued as a Request for Quotation (RFQ). This is a Total Small Business Set Aside. The applicable NAICS Code is 541330 and the business size standard is $4.5 million. This Request for Quotation (RFQ) is for a Wetland Reserve Program Technician to perform initial visits and/or eligibility inventory & evaluation (gather data to serve as basis for NRCS staff to determine WRP eligibility) with landowners whose primary interest is wetland restoration, enhancement or creation for the Natural Resources Conservation Service in Pennsylvania. This is non-engineering work; however all work that leads to a final engineering package by NRCS will be completed using the NRCS review and approval process of the NRCS District Conservationist and NRCS engineering staff. The work required is for locations in various counties throughout Pennsylvania. PA-NRCS intends to make multiple awards multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts to small business sources capable of providing task would involve: assessing potential for wetland restoration and for WRP (Wetlands Reserve Program) and explaining general wetland restoration options with the landowner. It would also include completion of the WRP ranking worksheet with a map as the end product including recommendations as to which areas and acreages are potentially restorable wetlands that could be eligible for WRP and completed ranking worksheet. The Contractor shall assist in work associated with preparation of documents associated with WRP conservation planning and WRP program participation including development of conservation plans, preliminary wetland restoration plans and related supporting documents such as cost estimates consistent to NRCS work standards. The reviewing, acceptance and signature shall be a NRCS Function. The IDIQ Contracts will be for one (1) base year; with up to two (2) one-year renewal option periods. Work will be ordered through the issuance of individual task orders on an as-needed basis that will be specific in terms of location, acreage and time deadline. Task orders will be awarded as firm-fixed price procurements as required services are identified. Work under each Task Order will be subject to satisfactory price negotiations. The total number of task orders awarded will fluctuate based on need and availability of funds. The Contractor(s) selected will be required to perform services at locations as may be assigned anywhere in the State of Pennsylvania. The minimum guaranteed amount per contract is no less than $2,500 in services during the total contract period. The maximum the Government may order per contract in the base year or any of the individual option years shall not exceed $200,000 per year. All work will meet the conservation practice standards in the Pennsylvania Technical Guide and the National Planning Procedures Handbook. (See following links for standards) Work deemed to be inherently governmental or done specifically by a government employee such as contract administration will not be done by an entity receiving the award. This position is not to be a federal government employee but rather will work as a Technical Service Provider (TSP) for NRCS.
