Description
This Amendment 0001 corrects the Set-Aside to "N/A', Full and Open Competition. PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This procurement is being conducted in accordance with FAR Part 15, Contracting by Negotiation. The Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE) on behalf of the Bureau of Ocean Energy Management (BOEM), intends to competitively award a Firm-Fixed-Price (FFP) type of contract as a result of this notice. There are no set aside restrictions. The BSEE, Acquisition Operations Branch, is the contracting office for this procurement and the resulting contract administration. All potential Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov in order to receive Government awards. The applicable NAICS Code is 541620, Environmental Consulting Services. The estimated budget range is between $300,000.00 and $360,000.00. The period of performance of the resultant contract is expected to be 30 months from the date of award. The Deepwater Horizon (DWH) oil spill had a number of short-term and long-term economic impacts on the Gulf of Mexico. Some of the most severe and complex economic effects of the DWH oil spill were on the Gulfs seafood industry. Most directly, commercial fishing was banned in a number of areas for substantial periods of time subsequent to the spill. This impacted commercial fishermen and various firms along the seafood supply chain. The DWH oil spill also impacted product demand, labor availability, price patterns, and income sources throughout the seafood industry. While there have been previous analyses of some or parts of these effects, there has not yet been a study that has aggregated the myriad data and information sources regarding the impacts of the DWH oil spill into a clear, over-arching presentation. There is also a need to determine the extent to which the short-term disruptions arising from the DWH oil spill translated into more lasting changes to the Gulfs seafood industry. The purpose of this research project will be to perform a comprehensive analysis of the short-term and long-term impacts of the DWH oil spill on the seafood industry in the Gulf of Mexico. This will entail a statistical analysis of a number of data sources regarding the health of the Gulfs seafood industry both prior to and subsequent to the DWH oil spill. This study will also entail a systematic review of research and media reports about the impacts of the DWH oil spill on the people who participate in the seafood industry. This study will help BOEM and the general public to understand the structure of the Gulfs vast seafood industry, as well as how the seafood industry has responded to the DWH oil spill.
