- Description
- The Naval Air Systems Command (NAVAIR) intends to issue firm-fixed-price contracts for the purpose of conducting four NAVAIR Preliminary Design Reviews (PDR) for the Unmanned Carrier Launched Airborne Surveillance and Strike (UCLASS) Air Vehicle - these PDRs will be conducted in accordance with the NAVAIRINST 4355.19D. The firm-fixed price contracts will span Fiscal Years 13-15 and shall also include post-PDR design maturation and follow-on engineering efforts to advance the design. UCLASS is a system of systems comprised of three major segments: 1) The Carrier Segment, 2) The Control System & Connectivity Segment, and 3) The Air Segment. The UCLASS system will provide persistent unmanned semi-autonomous, carrier-based, Intelligence, Surveillance, Reconnaissance and Targeting, and strike capability to support 24/7 carrier operational coverage. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Procurements are being pursued from a limited class of contractors pursuant to the statutory authority of Title 10, U.S.C. as implemented by Federal Acquisition Regulation (FAR) 6.302-1(b)(1)(ii), "For DoD, NASA, and the Coast Guard, unique supplies or services available from only one or a limited number of sources or from only one or a limited number of suppliers with unique capabilities." A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: The Boeing Company (Cage code 76301; 6200 JS McDonnell Blvd, St. Louis Mo 63134-1939), The Northrop Grumman Systems Corporation (Cage code: 76823; One Hornet Way, El Segundo, CA 90245-2804), General Atomics Aeronautical Systems Inc., (Cage code: 0YJB5; 14200 Kirkham Way, Poway, CA 2064-7103), and The Lockheed Martin Corporation (Cage code: 0L1E5; 1011 Lockheed Way, Palmdale, CA 93599-0001) have credible, existing, comprehensive, UCLASS design solutions, and associated production capabilities and facilities that will be ready for PDR-level NAVAIR evaluation by the third quarter of FY14, and are positioned to support fielding a UCLASS capability within three to six years, as required by JROCM #196-12. Subcontracting opportunities may be available and should be sought at the company addresses indicated above.
