- W15QKN-13-X-F011 FedBizOpps Notice Date: 25 March 2013 Description: THIS IS A SOURCES SOUGHT NOTICE. The U.S. Army, Army Contracting Command-New Jersey-Soldier Weapons Contracting Center, in support of Project Manager Soldier Weapons, is conducting a market survey to identify sources/vendors capable of producing a shoulder fired counter defilade target engagement air-burst capability at the squad level. Defilade is defined by the use of natural or artificial obstacles to shield or conceal an intended target. The capability should be able to perform detonation of a warhead without impacting a target, but rather be detonated while in flight over various targets. All types of range determination, fire control and ammunition programming are of interest. Response: Interested sources should provide a brief description of information, literature/brochures relative to knowledge/ availabilities to provide operational support. Submitted information should address: a) Provide a description of your counter defilade target engagement solution. The solution description should indicate if it can currently be fired from weapons organic to the infantry squad and identify those weapons if applicable. Provide verification method used to support assessment of firing from weapons organic to the infantry squad (test, analysis, subject matter expert evaluation); b) Identify if the counter defilade target engagement solution can be fired from modified weapons organic to the Infantry squad; identify the modifications or applicable limitations and provide verification method used to support assessment of firing from modified weapons organic to the infantry squad (test, analysis, subject matter expert evaluation); c) If the counter defilade solution cannot be fired from weapons organic to the Infantry squad describe the munitions and delivery system. The description should include information on firing mode, weight and length of the delivery system. Describe the extent to which the munition and delivery system have been demonstrated (test or analysis); d) If the solution utilizes a fire control system please provide a description of the fire control unit to include how it integrates the ammunition and weapon to optimize delivery/effects. Provide specifics regarding fire control accuracy and target recognition in clear and obscurant (include obscurant type); e) Identify your current maximum range of engagement; f) Identify if your current solution has a night capability and explain; g) Identify your accuracy at 100m increments out to the maximum range of the weapon system. Include a definition of the criteria that is being used to determine accuracy; h) Identify your lethal area for the munitions against personnel and additional pertinent targets. Include a definition of lethality criteria that is being used to develop the lethal area; i) Summarize your level of technological readiness to demonstrate your proposed solution. Indicate if you are capable of conducting a demonstration in a field representative operational test environment. Also indicate how long before the technology could be mature enough to conduct a demonstration in a field representative environment; j) Provide your projected average per unit cost if available; k) Commerciality: (1) Our product as described above, has been sold, leased or licensed to the general public. (2) Our product as described above has been sold in substantial quantities, on a competitive basis to multiple state and local government. The development of the product was done exclusively at private expense. (3) None of the above applies. l) Location where primary work will be performed (if more than one location, please indicate the percentage for each location); m) Identify manufacturing, managing and engineering experience of like items of equal or greater complexity.
