- Announcement The Department of Health and Human Services (HHS) intends to issue an Request for Proposal (RFP) to support BARDA's Division of Analytic Decision Support (ADS). Visual analytics, data informatics, models, and simulation tools help to better inform Federal planners and decision-makers, communicate results to stakeholders, and develop response plans for Chemical, Biological, Radiological, and Nuclear (CBRN) agents, pandemic influenza, and emerging infectious diseases. These tools are required for evidence-based decision-making against CBRN threats and for all-hazards, capabilities-based planning efforts because they enable public health officials to visualize multiple what-if scenarios, consider alternatives, and weigh risks and uncertainties. The requirements for the RFP will be broken out into five separate and distinct functional areas. The five functional areas are as follows: (1) Operational Support - Provide onsite support and coordination of daily operations for the HHS modeling hub including onsite meeting coordination, administrative services, and participation in inter-agency and intra-agency workgroups, development and presentation of technical information to a wide range of audiences. (2) Strategic Studies and Analysis - Provide analysis, recommendations, and studies on an ad-hoc basis to support the development of public health response and preparedness efforts for BARDA ADS and the HHS Modeling HUB. (3) Public Health and Medical Consequence Modeling - Perform medical and public health consequence modeling for CBRN agents and influenza, including components for unmitigated medical consequences, mitigated consequences, and modeling of conceptual public health responses, including concepts of operation. (4) Technology Development and Systems Integration -Experience in computing and supporting technologies in visual analytics, data informatics, software development, and high-performance computing. (5) Advanced Applied Research and Development - Research and development of novel analytical, modeling and simulation methods, techniques and platforms that provide anticipated and direct utility to public health and medical consequence planning and response. The Contractor shall be required to interface with other Government contractors as well as various Government and international entities. The Contractor will also be required to perform work at either their facility or a facility in the National Capital Region. Place of performance will be indicated in each individual task order, as specified by task order. It is the intent of HHS to allow other federal agencies to award task orders off the IDIQs awarded by HHS for agency specific tasks. The anticipated period of performance will be for one base year with four option years. For functional areas 1, 2, 3 and 5 this acquisition will be unrestricted to allow for full and open competition. Functional area #4 will be a small business set aside. Once IDIQ awards are made each task order will be competed amongst contract holders with each contract holder being given a "fair opportunity" for award. Additional details and information will be described in the solicitation. Presoliciation Notice Objective: This Presolicitation Notice is issued pursuant to FAR Subpart 5.2 - Synopses of Proposed Contract Actions. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This Presolicitation Notice does not commit the Government to contract for any supply or service whatsoever. Further, BARDA/ADS is not at this time seeking proposals, and will not accept unsolicited proposals. A Request for Proposals (RFP) will be available electronically through the FedBizOpps on or about April 15, 2013, with proposals being due on or about May 15, 2013. Any responsible Offeror may submit a proposal that will be considered by the U.S. Government. It is the Offeror's responsibility to monitor this internet site (www.fbo.gov ) for the release of this solicitation as well as any amendments. Potential Offerors will be responsible for downloading their own copy of the solicitation and any amendments via this website. No collect calls will be accepted. No facsimile transmissions will be accepted. Multiple awards may result from this solicitation with an estimated award date of around June 2013 (will vary by functional area).
