- Standard Form 18 RFQ entry form arial photos of areas to be mowed Statement of Work Property Management Services Brooksville, FL The Subtropical Agricultural Research Station, located at 22271 Chinsegut Hill Road, Brooksville, FL has been vacated and requires property management services for mowing and physical security. It is anticipated that this shall be a Firm Fixed Price contract for a period of one year from receipt of Notice to Proceed. Grass shall be mowed during the months of April through the end of November. The Contractor shall provide a price for an individual mowing of Areas 1 and 2 (see description of areas under the heading "Mowing" below) and a price not to exceed 20 individual mowings total for Area 1 and 9 for Area 2. In addition, the Contractor shall provide a price to make weekly physical security inspections of the site, not to exceed 52 inspections and a price to trim the shrubbery once. The Contractor shall not exceed the contract's maximum quantity without authorization of the Contracting Officer. The following scope of work shall be performed. Mowing The type of grass is Bahia. The Contractor is responsible to field-verify all measurements, quantities and field conditions prior to providing a cost proposal. The mowing shall encompass two separate areas which are generally outlined in the attached documents. Area 1 (the red outlined areas on the attached documents) shall be mowed every two weeks and extends from Highway 481 (Snow Memorial Highway) to the gate just after passing the lab and office buildings. Mowing for Area 1 shall be along the south side of the driveway to the fence line; around the lab complex which includes the old office building, pump house, garages, the office building and lab building, from the fence line on the west and to the tree line behind the buildings on the east; the area inside the circle; and ends at the gate. The Contractor shall trim the shrubs around the old office building, the new office building and lab building once over the contract period. All remnants/trimmings from mowing and trimming operations shall be removed from paved surfaces. Area 2 (the blue outlined area on the attached documents) shall be mowed once a month. It begins at the gate and ends at the fenced-in shop area which includes the aluminum-sided shop and several other buildings. Mowing for Area 2 shall be 10 feet on the left and 10 feet on the right of the road (or until the fence line is reached) until the cattle guard (where perpendicular pipes are embedded into the road) is reached. From that point, ten feet of grass (or to the fence line, whichever comes first) shall be mowed on the left and to the ditch on the right until the next group of buildings is reached which is enclosed by a fence. The Contractor shall: • Provide all labor, equipment, fuel, materials, supervision and other necessary material for this project. • Mow the grass to a height of 3 inches. Clippings may be left on the ground after mowing. • Trim around all buildings within the mowing area. • Remove trimmings from mowing and trimming operations from paved surfaces. Physical Security The current intrusion detection system at the site shall be disconnected by the Government. The Contractor shall perform a physical inspection of the site once weekly. All buildings on the site shall be inspected. The physical inspection shall consist of: • Ensuring all doors and windows are locked • Ensuring all gates are locked • Checking for sign of breaches in the fencing • Checking for any apparent exterior damage to the buildings, structures, or equipment • Theft of equipment (for example, HVAC equipment) A written report shall be provided, by email, to the Contract Administrator, with a copy to the Administrative Officer, after each inspection. If any signs of vandalism, unlawful entry, or window breakage are encountered, the Contractor shall contact the Federal Protective Service (FPS), the local police, and then report the incident by email, no later than 24 hours, to the Contract Administrator with a copy to the Administrative Officer. A copy of the police report shall be forwarded to both the Contract Administrator and Administrative Officer when it becomes available.
