Description
SYNOPSIS - NOTICE OF INTENT The Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to solicit a Request for Proposal (RFP), N00019-12-R-1001, as a Full and Open Competition under North American Industry Classification System (NAICS) Code 481219-Other Nonscheduled Air Transportation. The Government anticipates a single award, Firm Fixed Price, Indefinite Delivery Indefinite Quantity Contract (with a Cost Reimbursable CLIN for Travel and Material) for a follow-on effort for Contracted Air Services, Fighter Jets. These requirements are currently being obtained under N00019-09-D-0021 with Airborne Tactical Advantage Company (ATAC), of Newport News, VA. The period of performance will be one base year and four, one year options with an anticipated start date of 1 January 2014. The Contracted Air Services (CAS) Fighter Jets program provides Contractor owned and operated aircraft to the Department of the Navy (DoN) Fleet customers for a wide variety of airborne threat simulation capabilities to train shipboard and aircraft squadron weapon systems operators and aircrew on how to counter potential enemy Electronic Warfare (EW) and Electronic Attack (EA) operations in today's Electronic Combat (EC) environment. This support is provided in a variety of venues, from basic "schoolhouse" Air Intercept Control (AIC) training to large multinational exercises or small, single unit training exercises, including target tow. These operations will be conducted at multiple contiguous United States (CONUS) sites as well as outside the contiguous United States (OCONUS) sites. Other customers for CAS under this contract may include other DOD agencies and services, non-DOD Government agencies Foreign Military Sales (FMS) customers, and Industry. Aircraft type: Fighter Jets-High Subsonic and Supersonic. The minimum number of High Subsonic aircraft that are required for simultaneous presentation are (5) East Coast, (5) West Coast, (2) Hawaii (MIDPAC) and (2) Japan (WESTPAC). The contractor will be required to support up to 4,000 flight hours for the High Subsonic aircraft. The minimum number of Supersonic aircraft that are required for simultaneous presentation are (2) East Coast and (2) West Coast. The contractor will be required to support up to 1,400 flight hours for the Supersonic aircraft. This synopsis is for informational purposes only. A formal solicitation will be posted on the NAVAIR homepage located at http://www.navair.navy.mil. Select "Business Opportunities" and then "Open Solicitations" on or about May 2013. In addition, amendments to the solicitation will be posted on the NAVAIR webpage. Hard copies of the solicitation and amendments will NOT be mailed to offerors. Prior to placing any information related to this solicitation on the NAVAIR homepage, a notice will be posted to FedBizOps. The applicable requirements documents will not be made available until after release of the solicitation. Prior to the release of the formal RFP, NAVAIR anticipates releasing a draft RFP in April 2013. The Government anticipates a December 2013 award. This notice is NOT a request for competitive proposals. Upon release of the formal solicitation, all responsible sources may submit a proposal which shall be considered by the agency.
