- The proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source under authority Section 4202 of the Clinger-Cohen Act of 1996 - a sole source acquisition under the authority of the test program for certain commercial items, as implemented by FAR 13.501(a). Naval Supply Systems Command (NAVSUP) Norfolk, Philadelphia Office is looking to procure services on behalf of Naval Operational Logistics Support Center (NOLSC) in Mechanicsburg, PA. The proposed action is to acquire Ordnance Replenishment Spare and Maintenance Development Support; specifically, Nautilus II P-18 budget support services which uses software and programs developed, maintained, and copyrighted by and personnel trained by Technology Service Corporation. The proposed contract action will contain a one (1) year base period and two (2) one-year option period. The Government intends to solicit only one source, Technology Service Corporation. Technology Service Corporation is the Original Equipment Manufacturer (OEM)/sole software developer of the Nautilus II budget model, which was modified to the Ordnance Version for tracing and accommodating ordnance materials. The proposed acquisition provides technical support/assistance in the use of this model in order to develop and defend ordnance replenishment budget submissions and analyze current and projected ordnance spares. The applicable North American Industry Classification Systems (NAICS) Code is 541330. This is not a request for quotes. Information received as a result of this notification will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the government. However, all capability information received by the designated time on 03 April 2013 will be considered by the Government.
