- The United States Environmental Protection Agency (EPA) Region 7 will issue a solicitation for Remedial Action Contract III (RAC III) services to support EPA Region 10 which covers the following four state area: Alaska, Idaho, Oregon and Washington. The U.S. Environmental Protection Agency (EPA) requires professional architect and engineering services to support remedial planning and oversight activities at Superfund Sites in Region 10. The services include site management; remedial investigation feasibility studies; engineering services to design remedial actions; engineering evaluation and cost analysis for non-time critical removal actions; construction management for implementing remedial actions and non-time critical removal actions, including issuing and managing subcontracts for construction of the selected remedy and engineering services in overseeing construction; enforcement support, including oversight of remedial investigations/feasibility studies, remedial design and remedial action, and negotiation support; and other technical assistance, including community relations, sampling and analysis support, and pre-design investigations. Services may include technical and management services supporting EPA's coordination and oversight of remedial actions where they are performed by a state, the U.S. Army Corps of Engineers, or responsible parties identified in enforcement actions. This procurement envisions the award of up to two (2) Remedial Action Contracts under a small business set aside. The contract(s) will be Fixed Rate, Indefinite Delivery/ Indefinite Quantity (IDIQ) award term contract. The base period of performance will be three (3) years, with two award terms periods, four (4) years and three (3) years, for a potential total period of ten (10) years. Work will be issued by Task Orders. The total estimated ceiling amount of these proposed contracts, including award terms, is expected to be over $100M each if two contracts are awarded. The contracts will be awarded in accordance with the Brooks Act Procurement procedures. The official solicitation SOL-R7-13-00011 is expected to be released on or before May 1, 2013. The anticipated award date is on or about December 31, 2013. Award will be made on a best value / tradeoff basis with the technical evaluation factors when combined being significantly more important than price. The North American Industry Classification Standard (NAICS) code 562910 applies.
