Description
Justification and Approval The U.S. Department of State intends to negotiate a sole source contract to the Organization of American States (OAS) under the statutory authority of 41 U.S.C. 253(c)(1). The regulatory authority is FAR 6.302-1(Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements). The Government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. It is the Government's belief that only the Organization of American States can complete this project. The proposed contract action is for OAS to provide support services such as document management, data management, meeting organization and support which is expected to facilitate U.S. Government engagement in the Summit of the Americas process, improve coordination among international organizations in the implementation of Summit initiatives, increase the engagement between social actors/civil society and governments in the Summit process, and ensure timely and reliable access to information and reporting pertaining to the Summit process. The Summits of the Americas Secretariat (SAS) was formed out of the Second Summit of the Americas (Santiago, 1998), at which leaders assigned the responsibility for technical support of the Summit of the Americas process to the Organization of American States (OAS). From this mandate, the OAS formed an office for Summit follow-up, which has become the SAS. In its role as the secretariat for the Summit of the Americas, SAS must support the involvement of participating governments in the Summit Implementation Review Group (SIRG), coordinate the member institutions of the Joint Summit Working Group (JSWG), facilitate access for social actors to the Summit process, and maintain and disseminate information on Summit documents, meetings, and follow-up activities. The United States government - primarily through the Department of State (DOS) and in particular the WHA Office of Regional Economic Policy and Summit Coordination (WHA/EPSC) is a participant in the SIRG, and utilizes the information and institutional capacities of the SAS. Additionally, DOS has asked that the SAS, in its capacity as the secretariat for the Summit and chair of the JSWG, to organize and conduct coordination meetings among the member institutions of the JSWG in order to improve the implementation of Summit initiatives undertaken by the United States and partner governments; and to enhance opportunities for social actor/civil society engagement with the United States government and partner governments through the use of information technology and the facilitation of virtual and in-person meetings. Any funds provided to SAS by DOS are expected to be utilized by SAS in accordance with the related Statement of Work (SOW) to cover operational, logistical and other costs associated with DOS' participation in the SIRG and JSWG. This Notice of Intent to award a sole source contract is not a request for competitive proposals or quotes. There is no solicitation document. No RFP will be made available for competitive proposals. Interested parties may express their interest and will be allowed to provide a capabilities statement no later than Thursday, April 11, 2013 at 11:00 AM EST. If no viable responses are received, the U.S. Department of State will negotiate solely with OAS. A determination not to compete this proposed contract upon responses to this notice rests solely within the discretion of the Government.
