- Financial Sheet - Excel Qualification Statement This is a Request for Qualifications (RFQ) to prequalify suppliers for a future Request for Proposal (RFP). Only pre-qualified suppliers from this RFQ will be allowed to participate in the future RFP. The United States Postal Service intends to award a Design-Build Competitive Guaranteed Maximum Price (GMP) contract to replace and upgrade the existing HVAC system and related equipment at the USPS Curseen Morris P&DC in Washington, D.C. The Curseen Morris facility, located at 900 Brentwood Road, NE in Washington DC, is a two-story, 693,000 square foot mail processing & distribution center that was originally constructed in 1984. In 2003 the facility was contaminated by anthrax and was cleaned and renovated. Most of the HVAC equipment in the building went through a fumigation procedure of chlorine dioxide gas and high humidity, which resulted in the elimination of the anthrax threat but also caused deterioration of much of the metal components of the air handlers including casings, coils and drain pans. The scope of work includes, but is not limited to the installation of new chillers, cooling towers, pumps, boilers, roof top units, VAV boxes and air handling units. The project will also include the repair of air handling units that are not replaced, as well as resizing, reconfiguring, and cleaning the existing duct work. Commissioning of the system will be performed by a third party under contract with the USPS. The construction effort shall be scheduled in phases to include related mechanical, electrical, and minor structural upgrades required for the complete installation of this project. The Curseen-Morris HVAC project will provide unique challenges during the construction phase since it is an existing facility that operates 24 hours per day/7 days per week with mission critical operations and equipment and shall not, in any case, interrupt the plant operation, truck access to the plant or the loading docks. It is imperative to complete the work in an efficient and expedited manner that eliminates any risk of water penetrating the building during removal and re-installation of roof-mounted equipment.
