- This is a Pre-Solicitation Notice for the US Army Contracting Command - Rock Island for solicitation W560MY-13-R-0005 which serves as notification to Industry of the procurement for Atmospherics Program in support of United States Forces - Afghanistan (AP-A). This acquisition will utilize Best Value source selection procedures for the Atmospherics Program requirement within Afghanistan. Solicitation W560MY-13-R-0005 will be issued on a full and open basis. The anticipated release date for this solicitation is 15 June 2013. The requirement includes, but is not limited to: the capability to gather, analyze, and disseminate atmospheric information throughout the Afghanistan Combined Joint Operating Area (CJOA); monitor, track and measure trends in local sentiment regarding programs and policies of USFOR-A and the Government of the Islamic Republic of Afghanistan (GIRoA); provide professional advice and assistance with regard to cultural, social, religious, political, economic, and tribal matters and communication strategies; integrate open source atmospheric information into pre- and post-operational US strategic, operational and tactical decision-making; support the research and data collection needed to generate comprehensive assessments; and, advise in the developing and management of relationships with influential leaders or persons of interest.
