- - Does the agency expect to provide business proprietary information and trade secrets with the awardee? We see no reason to share proprietary information and trade secrets to receive legal database services. We only want their service available to us for research. - How many ONRR employees will have access to the terminals described in the Scope of Work? The terminals will be available to all ONRR staff at the Denver location (approximately 500 employees). As indicated in the Scope of Work, all 500 must be able to access the database through the single terminal (obviously not simultaneously). - Are these terminals in a place of public access? Will people from the general public have access to the terminals, or will access be restricted to ONRR employees? Access will be restricted to ONRR employees. The general public will not have access to the terminals. - The Scope of Work states that the ONRR will purchase up to five individual subscriptions for the terminals. It is understood that the five terminals will reside across three locations, including Denver, Washington, D.C., and Houston. How will the terminals be divided (e.g., how many terminals per location)? Is the ONRR proposing that there will be five access points (five terminals) where only one person will have access to online legal research per terminal at a given time? This contract will initially only provide terminals in Denver, but ONRR wants to reserve the right to extend the contract to provide other terminals in Houston and D.C. But, at the most, there will only be 5 terminals available to staff across these locations. - In paragraphs 2 and 3 of the Scope of Work, ONRR provides requirements respectively for content and features. Is all of the content described in paragraph 2 considered mandatory, or is some or all of the content considered desirable, but not mandatory? Similarly, are all of the features described in paragraph 3 considered mandatory, or are some or all of the content considered desirable, but not mandatory? It is stated in the Scope of Work that content in paragraph 2 must be provided--it is a mandatory requirement. Features in paragraph 3 are also a requirement. - Could you please confirm the proposal due date. Page 1 indicates that the proposal is due: 03/29/2013 at 1300 MD, yet on page 2, the due date is listed as: not later than 1600 (4 p.m.) EST February 25, 2013. Also, could ONRR please change the cover page of the solicitation to reflect the correct date? Proposals are due 03/29/2013 at 1300 MD. - On page 3, each of the CLINs include a period of performance, with the exception of CLIN 00060. Could you please provide dates to clarify the period of performance for that CLIN and update the continuation sheet (page 3) to reflect the change? Please see Amendment 0001 reflecting the change. - How should offerors submit proposals to ONRR? Via FedConnect? Would the Office consider receiving proposals by email?
