Description
SPECIAL PROJECTS AND ELECTRONIC SYSTEMS A draft copy of the PWS is attached. The Space and Naval Warfare Systems Center Pacific (SPAWAR Systems Center Pacific) in support of Security Systems Branch, Code 41450 has identified a requirement to provide life cycle sustainment and integration support for security systems and equipment located worldwide for the Naval Facilities Engineering Command (NAVFAC) Anti-Terrorism/Force Protection (AT/FP) Ashore Program Office, United States Marine Corps, United States Coast Guard, local naval tenant commands, DOD agencies requiring tailored security system support and Department of Homeland Security. Specifically, for the NAVFAC AT/FP Ashore Program Office, Code 4145 performs the design, procurement, installation, integration, testing and sustainment of physical security equipment at shore installations throughout the world to include regionalization of installations. Systems/equipment and services is defined as equipment and/or systems that facilitate the detection, delay, deterrence, assessment, and response to terrorist events. Sustainment services include: preventive and corrective maintenance, interoperability, maintenance planning, supply/logistics support, testing and evaluation, reliability and maintainability, and configuration management. Code 4145 provides the support necessary to carry out the day-to-day operations and maintenance of hardware, software and related equipment. The scope of this effort includes requirements that provide the following services: Security System design, procurement, installation, integration, and testing Lifecycle Sustainment of systems and equipment to include hardware and software applications Preventative Maintenance Corrective Maintenance (Equipment Repair, Overhaul, or replacement) Technology Refresh and/or upgrade Information Assurance (IA) supportability and sustainability (software upgrades, security patches, and documentation) Spare parts management Service Call Management to provide end to end life cycle/sustainment support to include: o Response and Resolution of Service Calls o Asset and Configuration Management o Contract Support and Data Requirements Systems engineering and project management services requirements but are not limited to, providing recommendations for assessments of effectiveness, standardization, regional systems solutions, engineering efficiencies, reduction in total ownership costs, reduction of manpower, enterprise network solutions, and recommended design and technical solutions based on Commercial Off-the-Shelf (COTS) technology The contractor shall provide all labor, materials, equipment, facilities and management or supervision necessary to perform the work identified within this PWS. The systems provide the capability to receive/transmit orders, receive and process information into situational awareness displays, support command decision processes and communicate electronic data to multi-service, multi- agency nodes across the entire all-hazards/all-threats spectrum of Ashore and Afloat operations. Systems also provide all-hazard warnings to all personnel on board the installation, and others as appropriate. The systems order of importance is categorized below: 1. SharePoint based application life cycle support -AT/FP Information Management (AIM) system -Remedy - Next generation application implementation -IA requirements 2. Information Assurance life cycle support 3. 24/7 CNIC Help Desk Operations 4. Alarm System life cycle support for CONUS/OCONUS naval facilities currently terminating in the installation / local dispatch centers (LDC) to include Intrusion Detection Systems 5. Wide Area Alert and Notification integration and sustainment which includes the Automated Telephone Notification System /Computer Desktop Notification System (ATNS/CDNS) life cycle support and Mass Notification systems Giant Voice and Indoor Voice 6. Regional Dispatch Center (RDC) integration and sustainment 7. Enterprise Land Mobile Radio (ELMR) life cycle support 8. Security Surveillance Systems integration and sustainment 9. Physical Security/Access Control (PS/AC) integration and sustainment 10. Telephony / Telecommunication infrastructure integration and sustainment SPAWAR Systems Center Pacific intends to issue a solicitation (RFP N66001-12- R-0001) for a multiple award, indefinite-delivery, indefinite-quantity (IDIQ), cost reimbursement type contract with a base period of three (3) years, followed by two (2) additional option years totaling five (5) years for continued mission support. Other Direct Costs (ODC) will be non fee bearing. The averaged annual estimated level of effort is 215,391hours (659,173 hours for the three year base period) with an optional 218,891 for option year 1 and 198,891 hours for option year 2. NAICS Code is 541330. This requirement will be fulfilled via full and open competition. The estimated release date of the solicitation is 01 May 2013.
