Description
The Product Manager, Engineering Systems, Marine Corps Systems Command (MCSC), is seeking information from potential sources to satisfy its requirement for an Extended Boom Forklift (EBFL) replacement machine. The Marine Corps currently has a requirement for 729 EBFLs. MARCORSYSCOM purchased the existing fleet of EBFLs through JLG Industries during the time period of 2001 through 2010. The existing fleet has reached its service life. As part of the EBFL replacement effort, the Marine Corps has adopted new requirements. Specifically, the Government has a requirement to ensure that all EBFL's are capable of loading and unloading rotary aircraft with standard warehouse and 7000 pound, 463L pallets. This requirement necessitates the forklift have a reduced or reducible height not to exceed 84 inches when loading and unloading rotary wing aircraft. The Government also has a requirement for an armored solution for the EBFL operator cab. All EBFLs must be configurable to receive an armored cab. The Marine Corps will require 100 armored cabs. All existing performance specifications shall be met or exceeded. Technical information regarding the EBFL will be provided upon request. RFI responses must be submitted to MARCORSYSCOM no later 4pm EST 11 April 2013. Responses shall not exceed 10 pages in length. Such responses should at a minimum provide the following information: 1. Written confirmation of intent to participate in the future procurement for the EBFL. 2. Estimated pricing of the material solution that meets the Marine Corps requirement to include the armored cab solution; sufficient detail should be provided to explain the basis for such estimate. Specifically, the Marine Corps is seeking pricing for new EBFLs that meet both existing performance specifications and the 463L and 84" height requirement listed above. 3. Information explaining your capability to manufacture the EBFL; this should include a listing of key teaming partners and subcontractors and their various roles. Responses may be submitted to the MCSC, PM ES Contracting Staff via email. Submissions will be utilized for market research and all materials will be retained in confidence. Emailed responses should be directed to Mr. Mark C. Green at mark.c.green@usmc.mil. This is only a Request for Information. The purpose of this notice is to obtain information from qualified businesses and to conduct market research in accordance with Federal Acquisition Regulation (FAR) Part 10. No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY ITEMS OR SERVICES, OR FOR THE GOVERNMENT TO PAY FOR THE INFORMATION RECEIVED.
