- Pre-Solicitation Notice: Parking Garage Design-Build DESCRIPTION: This is a pre-solicitation notice for a parking garage design-build project. The Contractor shall provide design-build A/E and construction services to build a four-level or higher parking structure at the Ralph H. Johnson VA Medical Center (RHJVAMC) in Charleston, South Carolina, to include finishing Architectural/Engineering Design and providing all labor, materials, tools, equipment, and supervision for a completed project. The applicable NAICS Code is 236220, Parking Garage Construction (SBA size standard $35.5 Million). The solicitation will be 100% set-aside for VetBiz verified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). This solicitation will be a two-phase design-build. During the first phase, Offerors will submit technical information as specified in the solicitation. The evaluation team will select up to five Offerors to participate in phase two, where the selected Offerors will submit pricing information. The project magnitude is between $5,000,000.00 and $10,000,000.00. The Contractor shall be located within a 200 mile radius from RHJ VAMC. NOTE - A SOLICITATION IS NOT CURRENTLY AVAILABLE FOR THIS REQUIREMENT. The RFP will be available on or around April 15, 2013 and will be published on the FBO website. The project will take approximately 385 days to complete. SPECIFIED REQUIREMENT: Network Contracting Office 7, Charleston, SC intends to solicit and negotiate a design-build, firm-fixed-price contract to provide design-build A/E and construction services to erect a four-level or higher parking structure at RHJ VAMC as required by specified drawings and specifications, to include the follow-on completion of design from existing 30% construction documents, including a 30% Request for Proposal (RFP) design narration, and subsequent construction. The Contractor shall completely prepare the site for building operations, including demolition and removal of existing structures, and furnish all labor and materials necessary to construct the multi-level structure. RHJ VAMC will be occupied and fully operational throughout the project. The design-build Contractor shall ensure that there are no interruptions in any utility services and that all outages are scheduled and approved by the Contracting Officer's Representative (COR). Facility operation shall not be hindered or adversely impacted by the Construction Activities. All work shall be completed during regular business hours, Monday - Friday, 7:00 a.m. to 5:30 p.m., unless an exception is specifically granted by the COR. Due to the sensitivity of the occupancy of RHJ VAMC, the Contractor shall take care in the selection of construction methods and activities to limit noise and vibration. The site for the parking garage structure is an existing parking field on the south side of Alpha Street across from RHJ VAMC that is currently utilized for employee parking. The total site is approximately 15.7 acres, and the garage footprint is approximately 54,000 square feet. The site is bounded by Alpha Street on the north, Lockwood Drive on the west and south, and an existing parking garage to the east. The existing parking field upon which the garage is to be built was resurfaces in early 2012. As a result of this work, record drawings were prepared in January 2009 that will be made available to the successful design-build Contractor. The existing parking field and adjacent roadways bordering the area have been resurfaced multiple times over the years; it has been suggested that areas within the existing parking field may contain 3 feet to 4 feet of asphalt compacted rock or deteriorated asphalt remains.
