- Notice of Intent The U.S. Securities and Exchange Commission (SEC), Washington DC intends to award a sole source GSA task order to LRP Publications, Inc. 360 Hiatt Drive, Palm Beach Gardens, FL 33418-7106 for the period of five (5) years; with one (1) base period and four (4) one (1) year option periods. The anticipated award date is on or before April 1, 2013. The contract will result in a firm fixed price purchase order for a service which provides Commission wide with proprietary LRP Publications online access to CyberFEDS via the Internet for 20 users. This service shall provide a legal and news research database for federal human resources professionals. The content and features shall include: 1) Standard Forms (SF) and Optional Forms (OF), as well as forms for: Department of Labor, Office of Workers' Compensation Programs (DOL/OWCP) Federal Employees' Group Life Insurance (FEGLI) Federal Labor Relations Authority (FLRA) Federal Mediation and Conciliation Service (FMCS) Merit Systems Protection Board (MSPB) Office of Government Ethics (OGE) Office of Personnel Management (OPM) Office of Special Counsel (OSC) Thrift Savings Plan (TSP) 2) News Archive of articles back to 2000, which can be searched or browsed. 3) Checklists Plus+ - a step-by-step guidance for research. 4) Treatises, including Wiley's Employee Relations (ER) Desk Reference, A Guide to Merit Systems Protection Board Law and Practice by Peter Broida, A Guide to Federal Sector Equal Employment Law and Practice by Ernest C. Hadley, A Guide to Federal Labor Relations Authority Law and Practice by Peter Broida 5) Case Decisions - Access to summaries and full-text decisions and arbitration awards for: EEOC decisions: 1979 - present FLRA decisions: 1970 - present ADA and Rehabilitation Act decisions: 1990 - present Federal- and public-sector arbitration awards: 1970 - present MSPB decisions: 1979 - present Administrative Judge (AJ) decisions: 1994 - present Comptroller General decisions related to civilian personnel: 1984 - 1996 OPM pay-related decisions: August 1996 - present General Services Board of Contract Appeals (GSBCA) travel-related decisions: 1996 - present Comptroller General non-labor decisions: 1820 - present Federal Employee Ethics decisions: 1979 - present 6) E-Updates - User initiated daily or weekly e-newsletters. 7) Workers' Compensation Library, including more than 32,000 Employees' Compensation Appeals Board decisions from 1947 - present, news stories, trends, and online conferences. The contract action is for services for which the Government intends to solicit and negotiate with only one sole source under the authority of FAR 6.302-1 and the Title 10 U.S.C. 2304 (c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Negotiation being conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. This notice of intent is not a request for competitive proposals. The Government will not be responsible for any cost incurred in preparation of statements, proposal, or quotations. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation or additional information will be made available with regard to this sole source notice. Any responses to this notice of contract action shall be submitted to Mr. Ross Saxton III, SaxtonR@sec.gov no later than 12:00 PM, EST, Friday, March 29, 2013.
